HPCL's disrespect to SIC orders | Inspection of LPG dumping sites still not allowed | | Early Times Report
Srinagar, Mar 13 : The Hindustan Petroleum Corporation Limited (HPCL) has shown its utmost disrespect to the Right to Information Act (RTI) by not implementing the orders of the Jammu & Kashmir State Information Commission (SIC) which had directed the HPCL's Regional Office Jammu to allow inspection of LPG dumping sites in Srinagar & Budgam district by an Information seeker under the provisions of State RTI Act. The HPCL has not only violated this order but in addition to it the voluntary disclosure of the LPG dumping sites located in various parts of state too has not been updated on its official website. Details available with Early Times reveal that State Information Commission (SIC) Jammu office had directed the HPCL on January 16, 2015 to allow inspection all the LPG dumping sites by a Srinagar information seeker who also happens to be a prominent RTI Activist of state . The information seeker Dr Raja Muzaffar Bhat had sought some information from HPCL in May 2014 and had also asked the PIO of HPCL (Sr Regional Manager) to allow him to undertake inspection of the LPG dumping sites under the section 2 (i) of J&K RTI Act which was not granted by the corporation . The Commission had directed Senior Regional Manager/Central Public Information Officer, Hindustan Petroleum Corporation Limited Jammu & Kashmir and Executive Director-LPG/1st Appellate Authority for HPCL to implement the mandate of Section 4(2) which orders suo-motu disclosure of the entire information relating to HPCL in the larger public interest within three weeks from the date of receipt of this order under an intimation to the commission. While talking to Early Times information seeker Dr Raja Muzaffar Bhat said that neither did the HPCL authorities intimate him about the dates of inspection nor has the information about LPG dumping sites in Srinagar and Jammu been uploaded on the official website of HPCL (http://www. hindustan petroleum.com/rtiinfo) under the provisions of section 4 (1) b of State as well as Central RTI Acts. " This is open violation of the law by a public authority who show disrespect to the state law, and I would now file a complaint before the SIC for non compliance of its orders " Dr Muzaffar added. |
