| Cong MLC stages walkout, accuses Govt of casual approach | | | Early Times Report
Jammu, Apr 7: Congress MLC Ghulam Nabi Monga today protested and later staged walkout from Upper House over what he described as incomplete reply of his question by Housing and Urban Development ministry.
Monga was agitated over the reply. Monga had asked the housing and Urban Development Minister to explain measures being taken for developing planned housing colonies in the state. When the Minister of State for Housing and Urban Development Mohammad Ashraf Mir finished reading the reply, Monga alleged that he had no supplementary to ask since the reply was not complete.
He pleaded with acting Chairman Jahangir Mir to ask the minister to furnish complete information, as he was not satisfied with the reply. However, Mir refused and said that he should better ask supplementary. This irked the member who protested and staged walkout from the house. Earlier, the Minister of State for Housing and Urban Development Mohammed Asharaf Mir said that J&K Housing Board, Jammu Development Authority (JDA) and Srinagar Development Authority (SDA) are making efforts to develop planned Housing Colonies in the State adding that JDA permits construction of multi-storied flats through private builders on e-tendering.
Minister while replying to a question by Naresh Kumar Gupta in the Legislative Council today said that the Housing colonies and buildings being developed under JDA include Housing Colony Birpur, Housing Colony at Kot Bhalwal, Housing Colony at Gole Gujral and Roopnagar Phase II, while as Housing Colonies and Buildings under SDA include Mega Residential Project Rakh-i-Gund Aksha and Shehjar Apartments.
Minister said that he basic infrastructure in colonies will be executed by JDA through contractors of J&K after e-tendering. He said, in case of private builders, JDA issues only permission to owners of land then subsequently the owners themselves hire the engineering consultancy service for development. For the colonies developed by JDA, the Minister said that the allotments of plots are purely on the basis of Draw of Lots, adding that the costing of plots is done in terms of the Government order.
Minister said that in case of private builders, the group Housing Colonies, JDA accords permissions for construction of buildings only and the houses are sold by the private builders on their own as per the market rates.
The Minister said that there is no such proposal with the Government to construct/develop housing colonies for Advocates and Media persons. Earlier intervening, the Minister for Law, Justice and Parliamentary Affairs, Syed Basharat Bukhari also said that at present there is no such proposal to construct said housing colonies; however, the Government will consider the matter. G. N Monga, Jugal Kishore and Sofi Yusuf raised supplementaries to the main question. Meanwhile, in reply to another question, Minister for Agriculture, Ghulam Nabi Lone said that Rs. 150 crore have been earmarked in the budget 2015-16 for waiving off KCC loans for the smallest and most vulnerable farmers who have an outstanding balance of less than Rs. 1 lakh. He was replying to a question by Showkat Hussain Ganai in Legislative Council today. He said the Finance Minister in his Budget Speech has highlighted and initiatives of 50% waive off of the KCC loans. |
