Agri dept misleads HC, PSC | Seniority list manipulated | | Javaid Naikoo Early Times Report SRINAGAR, Apr 7: A major scam has surfaced in department of Agriculture in which some alleged corrupt officials are not only misleading the state Public Service Commission (PSC) but also provided wrong information to the High Court to illegally benefit blue eyed employees. The documentary evidence in possession of Early Times reveals that some noted corrupt officials of the Department of Agriculture firstly misled the State Public Service Commission, a Constitutional Body, by providing wrong information to it with respect to the number of Officers-in-position in Category I of Class VII of Agriculture Gazetted Service in which as per the minutes of the Departmental Promotion Committee (DPC) meeting held on 10/12/2012 and on 01/01/2013, these noted corrupt officials in a pre planned manner moved a proposal to State Public Service Commission (PSC) to conduct a DPC for the purpose of filling the departmental promotion quota of Class VII posts. The Agriculture Department in its proposal submitted to Commission had stated that only 414 officers were in position/occupying the post in Category I of Class VII of the Agriculture Gazetted Service, the total cadre strength of which is 603, thereby leaving a total number of vacant posts in this Class at 189 on 2.6.1988. However, in a brazen violation and in total contradiction to its statement that only 414 Officers were occupying the posts, the Seniority List with respect to Officers of the said Class issued by the Agriculture Department vide no. Agri/E-08(I)-V dated 25.04.2013 shows the number of Officer-in-position as 420 and after the conduct of DPC in response to the said proposal, the Agriculture Department again issued a Seniority List of the said Class of officers vide same No. Agri/E-08(I)-V dated 21.06.2013 and interestingly, the officers cleared by the DPC were placed from S.No, 429 onwards. The contradiction of the Agriculture Department does not stop here, an earlier Seniority List with respect to same Class of Officers issued by the Department vide Govt. order No. 10-Agri of 2002 dated 25.10.2002 shows the number of Officers-in-position as 467 and the number of vacancies as 158 on same date that is 2.6.1988. It does not stop here, after getting its wrong doings and manipulations authenticated by a Constitutional body, officials concerned without any fear submitted the wrong and manipulated figures in a case in the High court which were presented by the court in its judgment delivered on 19-03-2015 in the case titled Madan Lal Ramotra (SWP No.1591/2011). According to sources a section of the aggrieved employees of the Department had brought the matter in the notice of State Public Service Commission, however, the Commission like in a similar case of 2009 in which Commission after experiencing dictating attitude and mala fide intentions of the department shot a letter (No.PSC/DPC/Agri/2/2009 dated 3-9-2009) to the Principal Secretary to Govt, Agriculture Production Department wherein the Commission took a strong exception to the release of grade under Govt Order No.279-Agri of 2008 dated 7-10-2008 and then Commission advised the department to desist from such actions, otherwise it will amount to authenticating the wrong doings of the Agriculture Department by a Constitutional body. Pertinently a similar scam was in the Department of Agriculture was unearthed by the Early Times on 25-12-2013, However, then Minister for Agriculture and Production instead of any inquiry, only maintained silence on the issue throughout his tenure as Minister of the said department. Meanwhile, PDP Minister for Agriculture and Production, Ghulam Nabi Lone taking serious note of the wrong doings in the Department of Agriculture over the years, set a deadline of one week to inquire the whole matter and said that he will personally look in to the matter. |
