J&K pays stipend to 432 surrendered militants | Question Hour | | Early Times Report
JAMMU, Apr 7 : 432 surrendered militants are getting monthly stipend of Rs. 2000 and have also taken Rs. 1.50 Lakh in the form of FDR. This was today stated by Minister for Haj and Auqaf Abdul Rehman Veeri while replying to a question of National Conference (NC) MLC Ali Mohammed Dar in the legislative council today. He was replying on behalf of Chief Minister Mufti Mohammed Sayeed who holds the portfolio of the Home Minister. Veeri said that this amount is being paid to the surrendered militants since January 2004 without any break. Veeri admitted that the number of surrendered militants getting this amount is negligible but said that the state government cannot do anything about this since those who surrender fear being killed or victimised by their ex-colleagues, thus preferring not to stake claim. He further said that the state government had notified the rehabilitation policy vide Government Order no.Home-55/H of 2004 dated 31-01-2004 for surrendered militants who are willing to join mainstream. The policy further maintains that only those militants would come under the purview of this policy who would eschew violence and show signs of change of heart. Under his policy, surrendered militants are given immediate grant of Rs. 1.50 lakh in the form of FDR and Rs. 2000 as monthly stipend for three years after surrender. He confirmed that the policy is under implementation and government is contemplating to further strengthen this policy in the days to come. Meanwhile, Minister for Law, Justice and Parliamentary Affairs and Relief & Rehabilitation, Syed Basharat Bukhari today said the State Cabinet has decided that wherever the relocation of families is required from areas exposed to landslides, flash-floods etc, the Department shall identify alternate land for their rehabilitation and provide 10 marlas of land to each family. The Minister while replying to a question by Yashpaul Sharma in the Legislative Council today said that compensation to the tune of Rs. 553.80 lakh has been paid as per SDRF norms in district Poonch on account of relief to the flood affected families of September 2014. In reply to another question, Minister for Public Works (R&B), Floriculture, Gardens and Parks, Syed Mohammad Altaf Bukhari said that the temporary restoration of roads in Transport Nagar is carried out from time to time by Jammu Development Authority (JDA). The Minister while replying to a question by Charanjit Singh in the Legislative Council today said that filling of RBM/stone metal in potholes is in progress. Some deep drains have also been de-silted/cleaned by JDA recently for smooth flow of surface water, the Minister added. The Minister said besides, the cleaning of Inter-State Bus Terminal (ISBT) which is a part of Transport Nagar is also being done by JDA. Minister of State for Health and Medical Education Asiya Naqash while replying to a question by Haji Anayat Ali in the Legislative Council today said that the posts of consultants in district hospital Kargil have already been referred to the J&K Public Service Commission. With regard to the posts of Medical Officers in the district, the Minister said that the Department is in the process of referring the said posts to J&K Public Service Commission. As and when the selection list is received, the vacant posts shall be filled up accordingly, the Minister added. While replying to another question by Ghulam Nabi Monga, the Minister said that out of 5 Medical Colleges sanctioned by the Centre land for 3 medical colleges has already been identified at Anantnag, Doda and Baramulla. The Minister said that 206 kanals of land is under possession of District Hospital Baramulla, while as the DPR amounting to Rs. 189 Crore each as per the Medical Council of India (MCI) guidelines was submitted to the Union Government in November 2014. The Union Government has been requested for releases of funds to commence construction work, she added. The Minister said that the admission for the medical courses shall commence according to MCI guidelines after the formal approval is accorded and the building infrastructure is raised. Earlier intervening, the Minister for Law, Justice and Parliamentary Affairs, Syed Basharat Bukhari said that the DPR for the Medical College at Baramulla has been reviewed and is being followed up.
