No proposal to grant citizenship rights to WPRs: Govt

Jammu, Apr 7: The Government of Jammu and Kashmir has stated that there is no proposal for granting Permanent Citizenship Rights to West Pakistani Refugees.
In reply to A.Q No. 957 of MLA Sham Lal Chowdhary the government said that granting PRC rights to West Pakistani Refugees is a policy decision and it needs amendment in the state constitution.
Meanwhile, in reply to another question the Government said that there are 54,945 Refugees families settled in Jammu and Kashmir since 1947 including 9823 families from West Pakistan.
In reply to AQ. No. 24 of MLA Er Abdul Rashid, the minister in charge Relief and Rehabilitation through Under Secretary to Government Revenue Department stated that 31619 families migrated to J&K in 1947 while 4061 families reached Jammu in 1965 while as 9442 families migrated in 1971 and 9823 families migrated to Jammu after 1971.
In reply to another question on facility/legal rights and other facilities intended to be provided for their betterment, the state government stated that Government intends to provide the number of facilities for the betterment of these refugees/DPs except for West Pakistani refugees and has accordingly submitted a comprehensive package to Government of India for one time full and final settlement which includes payment of Rs. 25 lakhs to each family as a onetime settlement. The number of such families who would qualify for such amount is 36, 384 and the total amount involved shall be Rs. 9096.00 Cr. The amount is proposed as compensation against the left over movable/immovable properties, beside the government is also considering reservation in professional colleges outside J&K for the children of these displaced families.
The government is also considering reservation of Jobs for them in paramilitary forces, Army and other Central Government offices for the wards of these DPs.



The state government has submitted the proposal to union government, but the same was returned with the observation that " The State Govt is advised not to send the proposal in a
piece meal manner. It should send a comprehensive and
consolidated proposal. The Govt, of India would not be able to
consider any package unless it includes the West Pakistani
Refugees as well".
In reply to a question that whether the government proposes to provide permanent citizenship rights to these refugees, the government reply stated that POK displaced persons are entitled for all legal rights including PRC as these are the permanent residents of the state, but as far as West Pakistani Refugees are concerned, they are not permanent residents of the state in terms of the constitution of state and presently there is no proposal under consideration of the government for granting citizenship rights to West Pakistani Refugees.
