How Ministers messed up New Recruitment Policy

Srinagar, June 14 : Much to the disappointment of the government, the new recruitment policy which was planned to be presented as the first major pro- people initiative by the new government was messed up by some cabinet ministers in such a way that it proved counterproductive for both the coalition partners in the state.
Sources privy to this development told Early Times that after fifteen days of assuming office, both the coalition partners, PDP and BJP, met in Jammu and discussed threadbare, a plan which could put the new government in positive limelight with no money being spent over the execution of the plan at all. "Three prime sectors were identified including Health, Education and Drinking Water. The big wigs in both the parties resolved that in these three sectors of the state, people must feel the difference between the previous and the present government," sources revealed, adding that later the major difficulties people face in health and education were jotted down.
Reports informed that the senior leadership of both PDP and BJP held another closed door meeting within two days again. "We resolved that at least 50 thousand people everyday visit various hospitals and health centers of the state in rural area and if doctors round the clock besides other medical assistants are provided to them, same would create a goodwill about the new government besides making people aware of the fact that change has arrived."
Sources said that in education sector of the state, it was also decided to provide schools the teachers who would come and leave on times besides ensuring the quality education at peoples' door steps. "Also to provide safe drinking water in every village was a priority. To strengthen PHE with the staff across the rural areas of the state was decided," sources added.
As both the parties were aware of the fact the funds were no longer available in plethora that could ensure such a move- new recruitment policy was floated. Under such policy it was decided to fill the vacant posts in the rural areas on urgent basis.
"At first we (PDP-BJP) senior leadership decided that there must be some protest sit-ins by the people in some rural areas of the state wherein people would cry foul over scarcity of doctors in the hospitals, then in some areas protests would have been held about the paucity of teachers in schools and later about the water," sources privy to this development told Early Times.
Later, sources said, the few senior cabinet minister of both the BJP and PDP would hold the press conference, saying that in view of the demands laid down by the people in rural areas, the new government on war footing basis is introducing 'New recruitment Policy' in a bid to provide immediate relief to the people who are suffering in these three major social sectors of health, education and drinking water.
Sources reveal that contrary to what was planned about the new recruitment policy, some ministers in the coalition came up in lieu of claiming the credit and messed up the entire process. "It was the first major jolt to the new government. Instead of people appreciating such a move, they ridiculed us contrary to what we were thinking."
Sources said, "Though everyone is concerned about the wrath of people being witnessed after the new recruitment policy was introduced, chaos and confusion has prevailed in the state cabinet as no one really understands how to tame the monster now."
Pertinently, the education minister Naeem Akhtar presented the policy in such a way that people were unable to make out whether such a policy is aimed to recruit people in rural areas or it would be now a permanent feature.
Later, finance minister Hasseeb Drabu came up with the clarification that the policy would only recruit 12000 posts in rural areas. His statement came as a sigh of relief for lakhs of unemployed youth and was widely appreciated but on the very next day, Naeem Akhtar again came up, saying the policy will be a permanent feature in the state. Again, after two days of this statement, Akhtar retreated his earlier statement, saying he didn't contradict Drabu.
Meanwhile, confusion continues and that closed door meet that was aimed to create good will about the new government proved to be futile.
