PRO claims he faced threats from militants, criminals

Jammu, July 11: In a PIL, seeking initiation of disciplinary proceedings and withdrawal of security cover of Kewal Krishan Sharma, additional PRO of then deputy chief minister Tara Chand and also highlighting accumulation of assets disproportionate to his known sources of income took a new turn when he filed his response in the state high court pursuant to the April 27, 2015, court directions. In the response filed by the PRO, he claimed that he faced threat to his life from militants, subversive elements and criminals and totally denied any threat or intimidation from Tara Chand. He stated that he and his family members are living under the shadow of fear of death or physical harm as the state has withdrawn the security cover under the fear of PIL. He also denied to be the blue-eyed person of then deputy CM and the allegations that he was running a transfer industry in the education department. On the other hand, Kewal's wife Raj Kumari Sharma on July 26, 2013 had lodged a written report with Police Post Pouni Chak (Talab Tillo) vide Daily Diary Report No 24 that her husband who is working as PRO with Tara Chand, has telephonically informed her that the dy CM was annoyed with her husband for some unknown reasons and there is every apprehension that he may eliminate her husband through someone. This astonishing revelation was made by the Police Headquarters, J&K in an affidavit filed by Mukesh Singh (IPS) Inspector General of Police (Personnel) pursuant to High Court order dated March, 20, 2015.
The Police Headquarters in yet another affidavit filed through IGP (Personnel) PHQ disclosed that pursuant to the Raj Kumari's complaint, then SSP (Jammu) Atul Goel vide order No 2031 of 2013 of August 7, 2013 transferred two police officials namely Sgct Ghulam Qadir (No 1176/J EXJ-956535) and cop Kewal Singh (No 1563/J, EXJ-996067) from Police Station Pacca Danga, Jammu to DPL Jammu for their further attachment as PSOs with Kewal Sharma. Not only this, on July, 27, 2013 on the verbal directions of Goel, a guard comprising of four persons was deputed for the first time on July, 27, 2013 and the said guard was subsequently changed by supplementing with another guard comprising of four police officials and this continued upto October, 10, 2014 when on the verbal orders of then SSP Jammu Uttam Chand, the guard was withdrawn. The PHQ in the affidavit divulged that prior to the incident of July, 27, 2013, then SSP Jammu Anand Jain on verbal orders deployed one PSO with Kewal and the said PSO was subsequently changed with another PSO over the period of time and this process of deployment continued up to October, 15, 2014.
High court judge Bansi Lal Bhat, after hearing the two sides, observed that reply has been filed by Kewal Sharma, a copy whereof has been furnished to advocate S S Ahmed appearing for the petitioner and the court looking into the seriousness of the issue directed the Registry to list this petition along with all connected miscellaneous petitions in the week commencing August 3, 2015 for further consideration.
