JAMMU, July 11: Change of guard at the civil secretariat has made no difference for a blue-eyed Junior Assistant (JA), who was earlier attached with former Industry Minister from NC, Sajjad Ahmed Kichloo and is now attached to incumbent Minister Chander Parkash Ganga, who is from BJP.
This multifaceted Junior Assistant of District Industrial Center (DIC) Doda is so efficient, that Ministers, irrespective of Party affiliations require his services and now Industry Minister CP Ganga got him attached.
Sources informed Early Times that Firdous Ahmed Bhawani, Junior Assistant of DIC Doda had been enjoying his stay in secretariat for the last many years. The political clout of this Junior Assistant could be gauged from fact that he enjoyed his stay with former Ministers of Congress party and for the last two years he had been enjoying his stay with former Industry Minister Sajjad Ahmed Kichloo.
DIC Doda, General Manager, Dilmir Choudhary accepted that for the last two years, Firdous Ahmed Bhawani was not in DIC. Earlier he was with Sajjad Ahmed Kichloo.
On being asked, if Bhawani had joined in April month vide order number 73-IND of 2015, dated 23/4/2015 of Financial Commissioner Industries Khurshid Ahmed Ganai, General Manger said that he had again attached to Industry Minister CP Ganga.
Pertinently, according to above mentioned order, Khursheed Ahmed Ganai had ordered repatriation of Bhawani in reference to government order 195-IND of 2013, dated 16/8/2013.
But Bhawani had not joined DIC Doda, and after only one month, another order was issued by Joint Director (M&P/Admn) Directorate of Industries and Commerce, vide no Estt/J/481/192-97 dated 20/5/2015, transferring FA Bhawani, and posted him to personal section of Minister of Industries and Commerce CP Ganga.
Sources further informed that though FA Bhawani was attached on the personal request of Industry Minister CP Ganga but it was on the repeated appeals of MOS Revenue, Sunil Kumar Sharma to Industry Minister that, he got Bhawani attached with Industry Minister.
"Officially FA Bhawani is attached with CP Ganga but he has been working with MOS Revenue Sunil Kumar Sharma. He had also helped Sunil Kumar Sharma during MLA elections and is very much 'efficient' person", sources said.
Industry Minister CP Ganga, remained inaccessible on phone but his Personal Assistant gave very interesting replies of queries.
On being asked if FA Bhawani is attached, PA simply refuted the report but when informed him about the government order, the PA behaved in very ill mannered way. "Aapko Kaya Taklif Hai, (What is your problem?), if Bhawani is attached to our office", PA said.
But when asked, the attachment is in violation of GAD order no 268 dated 4/3/2015, restricting repeated postings of employees with Ministers, this PA took a U-turn and said that Bhawani was not attached to Industry Minister and only Minister CP Ganga could reply.
Industry Minister CP Ganga, always found busy and could not be contacted as this PA, never gave phone to Minister, may be due to instructions of Minister. |
