Construction of palatial house by ex-minister allegedly on state land | SVO files status report in HC, reports of demarcation at awaited | | Early Times Report
Jammu, July 14: The State Vigilance Organisation (SVO) today filed a status report in the state high court in a PIL as regards the construction of a palatial house by an ex-minister on state land on the city outskirts. The house is said to have been constructed on a piece of land bearing khasra No 781 min. The SVO filed the status report, following the June 1, 2015 high court order to its Director and SSP (VOJ). In the status report, SVO has mentioned that the ex-minister purchased 1.5 kanals of land bearing Khasra Nos 778 and 779 at Deeli from three persons but the allegation is that he has constructed a palatial house on state land bearing Khasra No 781 min adjoining Satyam Resorts and Jammu Plaza which too are alleged to have been constructed on the state land. It is further submitted that the rough sketch of the plot in mutation No 4747/J shows that it has "Gair Mumkin Gali" on North, South and West sides whereas the actual construction does not have three galis (streets). Hence it can be established that all the concerned departments had deliberately ignored the vital information and facilitated the illegal encroachment and construction on the state land. The status report says that the concerned patwari in his September 27, 2011 report has stated that the said plot is not a Nazool, JDA or custodian land. Another aspect of this illegal construction is huge construction cost disproportionate to the known source of income of the ex-minister. It has also been alleged that the cost of each bathroom exceeds Rs 20 lakh and there are five bathrooms in the said building. The tentative cost of material exceeds Rs 5 cr. It has been submitted in the status report that the inquiry officer has collected the record pertaining to the building permission accorded by the JMC authorities in favour of the ex-minister for the construction of a residential building on land bearing Khasra No 778 and 779 at Deeli. The revenue record pertaining to the land bearing Khasra No.778 and 779 has also been obtained from the office of tehsildar, Jammu south, by the inquiry officer. The statements of those from whom the ex-minister has purchased the land, falling under khasra No 778 and 779, have also been recorded. The record collected so far from the office of tehsildar, Jammu (south) and JMC Commissioner is under SVO scrutiny. It is further stated in the status report that the land demarcation has been got conducted by the revenue officials to ascertain whether the residential building in question has been constructed on the land bearing Khasra Nos 778 and 779 at Deeli or on Khasra No 781 (state land) as alleged in the complaint. The demarcation report is still awaited from the revenue authorities. The status report says that spot inspection of the residential building has also been got conducted by the officials of building section and Khilafwarzi section of JMC to ascertain whether it has been constructed as per the approved JMC plan or otherwise.
