For OSD's follies, J&K's DyCM pleaded for entry into Parliament | | | Early Times Report Jammu, Aug 8: The J&K's Deputy Chief Minister, Dr. Nirmal Singh had to cut a sorry figure before the security staff at the outer gates of Parliament as he was made to wait in waiting hall to meet the BJP Ministers Arun Jaitely and JP Nadda in the Parliament to get an assurance about AIIMS in Jammu, as there was no prior intimation about his programme and itinerary at Delhi. The state's Dy CM had to face embarrassing situation, thanks to his personal staff headed by an OSD who is a senior Police Officer. The incident has seriously exposed the working of the office of Dy Chief Minister who many see as virtually political head representing the people of Jammu region. Highly placed source at Delhi said that Dr. Nirmal Singh neither had any official appointment with the Union Ministers nor an identity proof of being the Dy Chief Minister of J&K. He had to confront with the staff of J&K House for having no official intimation about his visit. Dy. CM had to reach Parliament gate on foot after hiring a public transport vehicle from J&K House. He had to face the security and bureaucratic hurdles to get him an ordinary visitor pass for his entry to Parliament gate and the reception office did not have any intimation about his visit to the parliament. Dy Chief Minister had found the going tough in his initial days in office and brought in an OSD in the Police Officer to maintain a proper liaison with the public and party workers besides media. Dr. Singh had zeroed in on Mr Pathak, keeping in view of his family connection with the party and his integrity with the hope that the OSD will be amiable and slowly get into the groove for 'efficient' public dealing, but the working style of OSD, Shakti Pathak, continued to be that of a police officer rather than that of a Public relation officer. Pathak was brought back from Delhi where he was assisting Dr. Jitendra Singh Minister of State in PMO and MOS Personnel, considered to be Dr. Nirmal's opponent within the party. The state government appointed him the Officer on Special Duty (OSD) which is concomitant with the office of the Deputy Chief Minister. The personal staff of some BJP Ministers including the Deputy Chief Minister has been found wanting in understanding the protocol, handling craft, disposal and urgency of the people's work and on many occasions put their ministers in embarrassing situations. Anecdotes going around the civil secretariat are that the said OSD has been sending the authoritative letters to very senior civil officers including the Chief Secretary. Sources said that the senior bureaucrats are not happy the way the OSD is passing on instructions to them and the heads of two important departments under the charge of Dy. Chief Minister. He has shown a strange wisdom in appointing a senior Police Officer to give momentum to his very important ministries of Power Development Department and Housing and Urban Development. The incidents have given party cadre the perception of their ministers becoming insensitive and arrogant when their grievances and public work are either not attended to or have not been disposed for long. |
