Akther, Bukhari go out of way to regularize daily wager

SRINAGAR, Aug 8: Education Minister Naeem Akhter Andrabi, who wants screening of Rehbar-e-Taleem (ReT) teachers before regularisation of their services, has gone out of way to regularise services of a daily wager only because latter's daughter has been meritorious in board exams.
Akhter has been helped in this endeavour by his cabinet colleague Altaf Bukhari. The employee in question-Shabir Ahmed of Tral-a daily wager with J&K Project Constructions Corporation (JKPCC) was regularised on Friday because his daughter Anika Shabir secured first position in the Class 10 exam last year.
Officials said that "honouring the efforts of a girl student, who topped the Class X exams, government on August 7 presented her with a laptop and also regularized the services of her father, who worked as a daily rated worker."
"Recognizing the performance of Anika Shabir, who secured first position in the Class X exam, the government regularized the services of her father, Shabir Ahmad, a daily rated worker of (JKPCC)," an official spokesperson said. The family, though claiming to be from humble background, allegedly has strong political connections.
It is probably first time in history of Jammu and Kashmir that a government is 'unduly' favouring a man for someone else's performance, a development which can lead to mockery in recruitment or regularization of services.
Officials said the idea to benefit the girl's father was mulled by the Education Minister as he knew the family. Sources said he convinced Bukhari, who is also PWD Minister, to regularize the services of Shabir as JKPCC falls in Bukhari's domain.
A top official in the Civil Secretariat said though initially the official machinery resisted to endorse the "bizarre plea" for regularization of services, they had to succumb to political pressures.
Sources said the two PDP ministers had initially planned to hold a big public function to announce the regularisation news. "However fearing that media would raise eyebrows, the duo decided otherwise," the sources said.
Finally the family was favoured in Civil Secretariat. Commissioner Secretary R&B, Rohit Kansal and Managing Director JKPCC, P L Bhushan were directed to ensure their presence at the "close door function."
Insiders said Bukhari presented a laptop and orders of job regularization in presence of Andrabi while senior officials standing around clapped to please the bosses.
"The two ministers commended the girl for her hard work, who despite living in a far flung area of Tral, in south Kashmir, and belonging to a family with meager resources, secured top position in the examination," the spokesperson said.
The two ministers also appreciated the "spirit of her father for extending moral and financial support to his daughter for achieving this position despite financial constraints."
The officials in Civil Secretariat are up in arms, saying the development was politically motivated. Also, it can set a bad precedent. "Actually this should not be the criteria for taking someone into government service," said a senior official, asking not to be named.
Explaining his point, he said, "Tomorrow what if some poor ReT will say my son did MD from America. Does that mean the father should be regularized?"
"The competent authority for regularization has a set procedure, which has been brazenly violated. This is sheer politicization of the competent authority. Who is Altaf Bukhari or Naeem Andrabi to play with the regularization norms," the official asked.
The two ministers were not available for comment.
