Declare all DGPCs as 'Public Authorities': RTI

srinagar, Sept 18: Balvin-der Singh, an RTI activist and Convener Sangarsh RTI Movement along with other social activist Sharanjit Singh met Divisional Commissioner Kashmir Dr Asgar Hassan Samoon (IAS), and submitted a memorandum urging him to declare all the District Gurudwara Parbandhak Committees of Kashmir province as Public Authorities.
According to press statement from RTI activist, he sought directions from Divisional Commissioner Kashmir Dr Asgar Hassan Samoon (IAS), in the light of the order of the Divisional Commissioner Jammu Pawan Kotwal, dtd 15/05/2015 whereby Div Com Jammu declared all the District Gurudwara Parbandhak Committes of Jammu Province as Public authorities and directed all the Deputy Commissioners to ensure that the DGPCs should appoint PIOs and also the First Appellate authorities in their committees within a period of two weeks from the date of receipt of this order by them.
During his meeting RTI activist Singh also submitted the Judgment of the Division Bench of Delhi High Court in the case Delhi Sikh Management Committee V/s Mohinder Singh Matharu, whereby Acting Chief Justice A.K Sikri and Justice Rajiv Sahai Endlaw has ruled that Delhi Sikh Gurudwara Management (DSGMC) is a "Public Authority" and comes under the preview of RTI ACT. Balvinder Singh further requested Divisional Commissioner Kashmir to kindly direct all the Deputy Commissioners of the Kashmir Province to ensure that all the District Gurudwar Parbandhak Committees (DGPCs) should appoint PIOs and First Appellate authorities at the earliest.
