| Partap Park facelift begins after brief halt | | `Work was stopped on Minister's directions' | | Majid Nabi

Srinagar, Sept 18: To conceal the 'covert indenture' with Mumbai based 'Cigarette manufacturing Company' and its ally in Kashmir for redecoration of historic Pratap Park, the officially unauthorized work which was stopped for over a month has now been started again.
Early Times was the first to report friendly rapport of Minister for Roads and Bridges and floriculture, Syed Altaf Bukhari with K.K Modi Flagship Company against which a contract worth crores was sanctioned to the company 'dealing with cigarettes' without any formal order.
The news report forced the authorities to stop work. However it was observed that the work was stopped for transitory time period only to conceal the Minister's clandestine contract with K.K Modi group.
Early Times from its sources came to know that authorities had stopped the work on Ministers directions so that the issue remains unexposed.
On one hand the State Government is shouting loud slogans of development in Jammu and Kashmir while on the other local contractors are craving for release of wages worth crores of rupees pending with it since years.
The local Contractors Coordination Committee had on one occasion locked down the main gate of Sadder Treasury as a mark of protest against the government for withholding their money.
However the State Government seems to be least bothered to mitigate the woes of local contractors and much concerned about its ties with non-state giants.
Official sources said that the State Government did not issue any tender notice and the projects were handed over to Godfrey Philips India Ltd, through which the same was allocated to Help Foundation a Civil Society Group for its 'Infrastructural Improvement and Beautification'.
They claimed that the estimated expenditure for refurbishment of Pratap Park sources claimed has no bar as to how much the work costs, since the government has not issued any tender notice.
It is necessary to 'quote' the verbal order of the concerned Minister copy of which lies wit. Early Times in which the authorities have categorically mentioned that the project shall be handed over to Godfrey Phillips India Ltd and its allies.
"As per the verbal directions of Minister for PWD/Floriculture, Parks and Gardens Pratap Park is to be handed over to Godfrey Phillips for its infrastructural improvement and beautification," reads the order issued by Directorate of Floriculture, Emporium. |
