Vyas gives disbursing powers to Dy Director | Inf Deptt's Cultural Officer's reluctance to clear bills | | Sumit Sharma ET Report Jammu, Sept 23: Principal Secretary to Government Information Department, B.B. Vyas has relieved Information Department's Cultural Officer of the disbursing powers and handed it over to the Deputy Director (PR). The step has been taken following a report in July 3 edition of Early Times titled 'Lady Officer lodges complaint against Inf Deptt's Cultural Officer, Inquiry ordered'. According to a Government order (No:21-ID-2015), "In the interest of the administration and suppression of all the previous orders on the subject, Deputy Director (PR), Jammu shall exercise all the Drawing and Disbursing Powers in respect of the Cultural Unit, Directorate of Information Jammu, in place of Raman Joshi, Cultural Officer." Notably, the Early Times had reported that the lady officer in the same department had approached the Joint Director alleging that Joshi was harassing her on various pretexts. She had said the bills of different cultural programmes including the Independence Day were still pending and Joshi was adamant not to verify them on the pretext that these were fake bills. Same was the fate of G.P Fund cases also. However, Raman Joshi had then rejected the allegations leveled against him. The complainant had not only raised fingers against the working of the Information Department but had also exposed how it was not adhering to the Supreme Court directive to all Government offices to constitute a Committee Against Sexual Harassment (CASH). Notably, the apex court had directed Government offices to constitute CASH to safeguard women employees at work places. Following the complaint, the Joint Director of Information apprised the Director Information who took cognizance of the matter and directed the Deputy Director Information (PR) to hold an inquiry. |
