End unemployment to reduce new challenges | | | Gradually the dark side of militancy has started dawning on the mind of people in the Kashmir valley. Yes, it has taken about 24 years for people in the valley to realize that gun is no solution to the basic issues that have resulted in growing tension and conflict between India and Pakistan. Those who want some proof for this delayed realization need to refer to the recent reports which indicated that more than 60 boys, most of them educated, were prevented from joining militant outfits, especially Hizbul Mujahideen which has kept its doors open for the local boys. How they were prevented from joining any militant outfit? Simple. When their parents came to know about the plan of their wards on joining militancy they informed the police. The police initiated some positive measures and did not simply opt for arresting them and torturing those boys who had the idea of joining militant outfits. The police tried counseling and briefed these boys about the dangerous consequences of joining militant outfits. They were told that the life span of a militant ranges between two to five years and why should they die for a wrong cause? These boys were told that they were being misled by those who are on the pay list of Pakistan and its agencies, especially the ISI. In various cases friends of those boys, who planned to join militancy,also got in touch with the police secretly and informed them about the plan of some of the boys. The state Government and the security agencies are worried over the way local militants were taking over from foreign mercenaries because once these local militants get killed in encounters with the security forces the valley is hit by violent protest demonstrations where people blame the security agencies for human rights violations. Once the number of local boys getting killed in encounters with the security personnel in creases it could lead to a situation in which local field sources for the intelligence agencies get dry. People stop acting as informers for the police and the security agencies. If the security agencies, especially the police, have been able to prevent 60 or more boys from joining militant outfits because of help they received from parents of the erring boys one cannot expect this phenomenon to become a permanent feature of Pakistan sponsored insurgency in Jammu and Kashmir. If parents and friends of the erring boys have cooperated with the police this cooperation cannot be guaranteed in future too. Parents and friends have cooperated with the police with the hope that the Government may initiate measures which could help most of the boys, who could be prone to some allurement from leaders of militant outfits, in getting suitable jobs which could help them for coming out of their frustration. During the last about eight months the state Government has not been able to provide the educated and even the uneducated youth are easily lured by pro-Pak or any anti-India agencies by offering them financial help. The result is that these very unemployed youth is used for carrying out sabotage and acts of subversion. These anti-India agencies are said to have fixed rates for carrying out an IED explosion, a grenade attack or a bomb explosion. For each such attack boys are paid Rs.400 to Rs.500. For bigger acts,including Fidayeen attacks,each boy gets heft sum of money. Their parents are offered several lakhs of rupees in case some of the boys get killed in encounters with the security forces or fall dead in Fidayeen attacks. This trend is to be reversed which can be done only by increasing job avenues. The Government should create new posts and fill up several thousand posts that lie vacant. During the last eight months the BJP-PDP coalition Government has done nothing by way of securing nod from the central Government for keeping five per cent posts reserved for the educated youth from Jammu and Kashmir in the central Government, Armed forces, paramilitary forces and the central public sector undertakings. Once this concession is granted several thousand educated people from the state would find jobs. The state Government should reframe its policy on attracting investment from the private and public sect or in the sector of industry in Jammu and Kashmir. Once it is done it can ensure increased production of public utility goods and jobs for the unemployed educated youth. Let the state Government make a beginning failing which activities of militants, with added man power, could pose a new challenge to peace in Kashmir. |
