The valley separatist and a few political leaders clamouring for the independence, plebiscite, self-rule and autonomy are hiding the facts from the valley Muslims. The suppression of facts and encouraging the Pakistan Governments, terrorism operators and its supporters, instigating the innocent inhabitants of the valley in the name Jihad against non-Muslims is a tricky game of making the state a slave being a part of the intrigue initiated to replace the Dogra regime. That was manipulated politics in the name of democracy had hidden agenda of some of the valley centric leaders aimed for monarch rule in disguise of restoration of Kashmiri Muslim culture.
The leaders who insist for the plebiscite or ask to reduce the bulk of the Indian forces as per the resolution of United Nations Security Council drawn with the Indian and Pakistan Governments on August 13, 1948 is not completely made to public in the valley except the lines contain reference to the plebiscite or withdrawal of forces.
The state public must know the resolution of United Nations Security Council truce agreement agreed by both the Governments of India and Pakistan wherein the Part-I contains the cease-fire proposal and the rest is as an acceptance of the proposal agreed by the both governments.
The Part II: Truce Agreement "Simultaneously with the acceptance of the proposal for the immediate cessation of the hostilities as outlined in Part-I, both Governments accept the following principals as a basis for the formulation of truce agreement, the details of which shall be worked out in discussion between their representatives and the Commission.
As the presence of troops of Pakistan in the territory of the State of Jammu and Kashmir constitutes a material change in the situation since it was represented by the Government of Pakistan before the Security Council the Government of Pakistan agrees to withdraw its troops from the State.
The Government of Pakistan will use its best endeavor to secure the withdrawal from the State of Jammu and Kashmir of tribesmen and Pakistani nationals not normally resident therein who have entered the State for the purpose of fighting.
In the Summary of assurance given to India by United Nations Commission during the course of discussions and correspondence responsibility for the security of the total State of Jammu and Kashmir rests with the Government of India.
The sovereignty of Jammu and Kashmir Government over the entire territory of the State shall not be brought into question. There shall be no recognition of the so-called Azad (free) Kashmir Government. The territory occupied by Pakistan shall not be consolidated to the disadvantage of the State of Jammu and Kashmir.
The administration of the evacuated areas in the north shall revert to the Government of Jammu and Kashmir and its defense to the Government of India who will, if necessary, maintain garrisons for preventing the incursion of tribesmen, and for guarding the main trade routes. Pakistan shall be excluded from all affairs of Jammu and Kashmir in particular in the plebiscite, if one should be held.
If a plebiscite is found to be impossible for technical or practical reasons, the Commission will consider other methods of determining fair and equitable conditions for ensuring a free expression of the people will. Plebiscite proposals shall not be binding upon India if Pakistan does not implement Parts I and II of the resolution of August 13, 1948.
The above resolution is absolutely clear on the Indian government and the state position depending upon the behaviour and implementation of the resolution first by the Pakistan government to facilitate Indian Government for the next step. The Pakistan governments have not vacated and handed over the illegal occupied land to the state.
The Pakistan government is excluded from all the affairs of the Jammu and Kashmir State. There is no binding upon the Indian Government to go in for plebiscite if the Pakistan government doesn't obey and implement the truce agreed upon by the Pakistan government while drawing truce agreement on August 13, 1948.
The cry from the valley separatists, political leaders against the Indian government is "Kashmir Problem Trade" to attain governing power over the common people using them as slave. This has provided lucrative life to such leaders, to their families; as their children are enjoying luxurious life in other states of the nation.
If these leaders are true to the Kashmir valley, if they are saviour of the Kashmiri culture, if they honestly wish betterment of the valley-Muslim then they must pass a resolution in state assembly against the Pakistan government to vacate the illegal occupied part of the state. They must ask the Pakistan to implement the Truce agreement agreed by them on August 13, 1948. If they get it done then they may ask Indian Government to go in for the other clauses to implement. The Truce makes Pakistan, being aggressor to implement his agreed truce in first to let Commission and Indian Government to go ahead on the next step.
When Pakistan vacates the illegal occupied portion of the state, the Indian Government shall be at ease to keep as much force in the state necessitated guarding the state. Why the Indian forces shall be overstretched and why the Indian Government shall bear the huge security expenditures in the improved condition after vacating the POK by Pakistan?
Society feels the state leadership should bring the facts in the know of valley people that the UN chart is nullified through Shimla and Lahore agreements drawn between India - Pakistan which requires vacation of POJK and settlement on other issues.
Unfortunately the valley leaders have successfully set mind of the valley Muslims against the nation and the anti-non-Kashmiri Muslim who are not being victimized by the Indian forces but suffering because of the selfish approach of the valley centric leadership. The separatists, murderers, kidnappers, hawala culprits and anti-national elements are being provided with complete luxurious living at the cost of public exchequer. Society is at loss to understand why such elements are provided with a security cover from whom to be protected if separatists claim to be true leaders of valley? They mistrust Indian forces, allege them for excesses, but seek complete protection and luxury from them?
The Jammuities must rise above the political lines to unite to exert to reduce two region mistrust phobia through the PDP-BJP coalition Government where both the parties must take equal care of all the regions. If this opportunity fails then the only last mode of survival will be the trifurcation of the state by forming Jammu statehood and Ladakh to become union territory to get rid of the excesses of the valley leaders. Let the valley leaders flourish the so called Kashmiriat in the valley leaving space for the Homeland for the non-Muslim Kashmiries.
