Faulty project cost fixation: 7 years on, Bani College in oblivion

Jammu, Nov 1: In yet another example of administrative inertia in government functioning, the Higher Education Department had sanctioned the Government Degree College (GDC) to Bani seven years back but till date the construction of college building has not started due to which college is functioning from a rented accommodation. The low cost of sanctioned project has reportedly restrained the executing agencies from starting construction work of the same building. Source in department wishing anonymity said that to provide higher education to rural youth at door steps, the government had sanctioned the GDC to Bani Tehsil with the cost of Rs 11.67 Crores but owing to low cost of the sanctioned project, the executing agencies have been distancing from project so far. Source informed Early Times that the department had initially hired the Projects Construction Corporation and later Jammu Kashmir Housing Board but both of them refused to undertake construction of college building due to low cost.
“Now the department has again allotted the construction work to Jammu Kashmir Project Construction Corporation and has asked the agency to submit fresh Detail Project Report (DPR) as soon as possible but after lapse of two months, the agency is still waiting of approval”, he said. The source further said that the former Chief Minister Omar Abdullah had twice announced to lay down the foundation stone of GDC, Bani building, but his visit to Bani never materialised. “However the government had claimed that bad weather compelled former chief minister to cancel the visit”, he said. “The lackadaisical approach of the department concerned could be gauged from the fact that since many years, the college administration has been forced by the higher education department to run classes in rented building”, said a student on condition of anonymity. The student further said that however the college has been running since last seven years but science streams is yet to be introduced.
”Despite availability of the science streams in the college, most of the students are still compelled to move towards city to get higher education which making the mockery of tall claims made by the previous government as well as the incumbent coalition government”, he said.
When contacted, In-charge principal, K R Sharma said that few days back he took charge of the college but he was unaware about new development. He further said that his subordinate had informed him that some funds were released by the department for the construction of college building. “As the fresh DPR made by the executing agency is accepted by the department, the required funds will be released so that the construction of college building will be completed as soon as possible”.
