| Health minister resorts to 'unique' way of 'looting' state ex-chequer | | | Jehangir Rashid

Srinagar, Nov 9: At a time when the state government is claiming that it is taking austere measures a senior minister very recently resorted to a unique way of spending more than the due amount while taking part in an awards function.
Minister for Health and Medical Education took a battery of senior officials to New Delhi to take part in an awards function. Jammu & Kashmir was awarded with State of States award in the health sector during the function. The minister was accompanied by the senior officials at the union capital to receive the award given by the India Today group.
Director Health Services Kashmir, Director Health Services Jammu, Director Health and Family Welfare, Project Director State AIDS Control Society and Director Indian System of Medicine were present in the function held to felicitate the Jammu & Kashmir health department for maintaining health standards.
Sources told Early Times that Officer on Special Duty (OSD) with the health and medical education department along with the Information Officer accompanied the minister to the function. It seemed that the entire health department had converged at the union capital to receive the award while leaving behind the department at the mercy of others.
"It would have been appropriate for the health and medical education minister to attend the function and receive the award. Instead of this he took along the battery of officials and received the award. Minister considers himself to be above the rest and as such he has this to go beyond the prescribed brief," said sources.
Sources said that the health and medical education minister has issued directions to the officials to adjust the expenses incurred on the tour to New Delhi. They said the move has 'deflated' the balloon of austerity as put forward by the present dispensation headed by Mufti Mohammad Sayeed.
"The department officials these days are busy as how to adjust the amount incurred on the tour of Health Minister and his team of directors. The officials are at loss as how to put the expenses under a particular head. This has put the entire system of transparency under scanner and doubts are being raised over the sincerity of the council of ministers in the state," said sources.
Sources said that the health and medical education minister could have easily deputed one of the senior officers of the department to receive the award. However, he chose to go to New Delhi and that too along with the battery of directors representing the different components of health department.
"One fails to understand that how could Jammu & Kashmir receive the award for best health facilities since the health facilities are not up to the mark across the state. People living in the far-off areas are not receiving the health facilities at their doorstep and have to move to the urban areas in this regard, but still then the award has been given to the state," said sources. |
