Altaf Bukhari showers undue favours on his kin
Official rehabilitated in JKPCC on day 1, promoted next day

Srinagar, Nov 9: Roads and Buildings Minister Altaf Bukhari has created a record of sorts by unduly favouring a relative who was "absconding" from service for seven years. Bukhari not only got him rehabilitated in the J&K Project Construction Corporation (JKPCC) but also got him promoted within 24 hours.
As already reported by Early Times, Bukhari got his relative Vikar Mustafa Shuntoo rehabilitated as Deputy General Manager, JKPCC. But this is not the only favour. Shuntoo was promoted within hours of his rehabilitation.
According to official documents in possession of Early Times, Shuntoo was rehabilitated on June 22 and the very next day he was promoted. While the impugned order granting sanction to 1621-days leave for his absence from duty was sanctioned vide order No: 32 of 2015 issued dated: 22-06-2015, the impugned order promoting him to the post of General Manager (Civil) JKPCC Ltd in the pay scale of Rs 15600-39100 with GP of Rs 7000 was issued on 23-06-2015.
The documents reveal that Shuntoo was promoted vide order No. 33 of 2015. "As approved by the Board of Directors JKPCC LD in its 89th meeting, Vikar Mustafa Shuntoo, Deputy General Manager (Civil) JKPCC Ltd is hereby promoted as General Manager (Civil) in the revised pay scale of 15600-30100 with grade pay of Rs 7000 and posted as General Manager (Civil) JKPCC Srinagar, against an available vacancy with immediate effect," reads the order issued by then Managing Director, JKPCC, PL Bhushan. The meeting of the Board of Directors was chaired by Bukhari himself.
The undeserving promotion of Shuntoo has caused ripples among the rank and file of the corporation, but nobody is able to raise a voice fearing reprisals from the powerful minister.
Nearly two months after the PDP-led coalition government took over, Bukhari's kin Shuntoo, who was allegedly absconding from duties for 2360 days, resurfaced in Srinagar and rejoined JKPCC on 20-04-2015 without any authority.
However, to the shock and surprise of everybody in JKPCC as well as in engineering circles, Shuntoo's brother's brother-in-law, Bukhari, showered every favour on him. The promotion was at the expense of senior most DGM in JKPCC, Harkewal Singh who never went abroad to make fortune but stayed back to serve the state.
Ironically it was a Jammuite officer, PL Bhushan, the then MD of the JKPCC, who became instrumental in keeping Harkewal Singh down the ladder to give an edge to Shuntoo.
"Subsequently, the minister tried to appease Bhushan by giving him a plum posting as Chief Engineer, SKUAST-K on August 22, but to his ill-luck the then VC, SKUAST-K did not allow him to join citing some shady reasons. Lately Bhushan has been posted as MD, J&K Police Housing Corporation, which again is considered as a plum posting, as the post till date had been held by a police officer of the rank of IGP," said a senior officer.
Shuntoo, as per the documents available with Early Times, had proceeded on unauthorised leave in six spells, with only one exception of two years period from 1-06-2007 to 31-05-2009 under rule 14b of Leave Rules of J&K CSR, to work in "Dubai Metro where his wife is a doctor".
Shuntoo started going on leave from May 9, 2007 initially for 10 days as "earned leave" only to resume his duties on May 19, 2007 while he was on deputation to JK Tourism Development Corporation. Curiously, he managed to get two years leave sanctioned under rule 14b: which reads: "A government servant desirous of taking up service or employment under a non-government employer may be required to resign his appointment before taking up any other service or employment, except where grant of permission to serve elsewhere is considered desirable in any exceptional case."
Next he joined back in JKTDC on 1-06-2009 and then is reverted to JKPCC where he is posted as DGM Hqrs. The gentleman worked in that post for mere 17 days from 1-08-2009 to 17-08-2009 only to proceed on unauthorised leave from 18-08-2009 till 14-06-2011. He reported back at his will on 15-06-2011. After putting a few months in JKPCC this blue eyed engineer again proceeded on unauthorised leave from 7-10-2011 to 26-01-2012 and returned on 27-01-2012 only to leave back on 7-02-2012 afternoon to return on 29-07-2013. The engineer attended duties till 06-06-2014 and again bunked duties from -07-06-2014 to 19-04-2015. "Thus in all he stayed away from duties for a period of 2360 days including sanction earned leave of 10 days and 24 months of leave under rule 14 b," explained an official.
"The Board of directors of JKPCC headed by Bukhari in its 89th meeting held on June 15, 2015 conveniently ignored the two years leave availed by Shuntoo under rule 14b to scale it down the aggregate leave to less than five years period to save his job, and regularized the period with sanction to 1621 days of leave when he was actually absent from duty," said a delegation of engineers from the JKPCC.
They urged the State Accountability Commission to take cognizance of the brazen violation of rules and regulations allegedly by the minister.
Despite repeated attempts, Bukhari could not be contacted for his comment.
