Separatists not enthused by casual offer for talks

Nothing new need to be read about the Centre's statement in the Lok Sabha in which it said that its doors were open for talks with separatists.In fact the way the Minister of State for Home, H.P. Chaud hary,informed the members of the Lok Sabha the other day that the Government of India was willing to hold talks with all separatist groups in Jammu and Kashmir is simply a casual reference to the process of dialogue. The Government of India (GoI) will hold talks with all separatist groups from Jammu and Kashmir who are willing to eschew the path of violence and work within the framework of the Constitution, the Lok Sabha was informed Minister of State for Home Haribhai Parathibhai Chaudhary said this in reply to a question whether the Government has initiated any talks with separatist organisations in Jammu and Kashmir with a view to restore peace in the State."The Government remains open to dialogue with those who eschew the path of violence and are willing to work within the framework of the Constitution of India," he said. As far the issue of restoring peace to Jammu and Kashmir the Minister also listed measures taken by the Centre in tandem with the State Government to put an end to the violence in the State which includes multi-pronged approach to contain cross border infiltration, construction of border fencing and pro-active action against terrorists within the State.
Not only the members of the Lok Sabha but heads of various developed nations are keen to see India and Pakistan to promote friendly ties for which Washington,the UN and other countries have been favouring resumption of the stalled dialogue between India and Pakistan.Even the UN Secretary General ,Ban Ki-Moon wants New Delhi and Islamabad to opt for dialogue which alone could promote peace in the region and end terrorism. And when Prime Minister,Narendra Modi, had a brief meeting with his Pakistani counterpart, Nawaz Sharif,in Paris it was lauded by various countries.Washington commented that a constructive relationship between India and Pakistan is good for the two countries and the stability of the region. The US always welcomes these kinds of exchanges and dialogue between India and Pakistan It believed that a constructive relationship between the two countries is not only good for the two countries but good for the region and the stability of the region. This way the developed nations firmly believe that the key to settlement of the various bilateral problems,including the Kashmir issue, was dialogue. In this connection some of the world leaders refer to recent statement from Nawaz Sharif in which he had opted for an unconditional process of dialogue with India.However,New Delhi believes that it is not for Pakistan to lay preconditions but it is for India to set some conditions for holding talks.
In fact These world powers believe that various bilateral problems between India and Pakistan could be resolved if New Delhi and Islamabad go in for meaningful and sustained talks.But nobody,except Pakistan,has been mentioning anything about the importance of Kashmiri separatists in talks with New Delhi and later their involvement in the bilateral talks so that these parleys assume the shape of triangular talks.Still the Government of India has reiterated that it was willing to hold talks with all those separatist groups that eschew violence.Well this brief statement seems to be dubious for the separatists. Kashmiri separatists want invitation for talks in writing. They want that talks be held with either the Prime Minister or the Union Home Minister or a group of ministers tasked by Modi to have talks with the separatists. These separatists are not prepared to hold talks with serving or retired bureaucrats who,they believe, have no authority to take any decision on the spot.Since these separatists have remained opposed to holding talks with bureaucrats that was the reason for their boycott of invitation from three interlocutors besides two other negotiators K.C. Pant and N.N.Vohra.What seems to have irked these separatists is what they call preconditions laid down by the Centre. The way the Central Government has suggested that it was ready to hold talks with all those separatists who eschew violence may not apply to them as these separatists claim they do not incite people to violence.But telling the separatists to work within the framework of the constitution is not acceptable to them because during talks they would demand settlement of the Kashmir issue.This way separatists do not feel enthused by the Government of India's offer.
