| Corrupt' officer showered undue benefits, promoted to time scale of KAS | | | Jehangir Rashid

Srinagar, Dec 3: The state government's claim of weeding out 'corrupt' officers from the system has once again fallen flat as one of the 'tainted' officers was accorded with a time scale of Jammu and Kashmir Administrative Service during the cabinet meeting chaired by chief minister Mufti Mohammad Sayeed at Jammu on Wednesday.
The cabinet accorded sanction to the appointment (by promotion) a member of Jammu & Kashmir Revenue (Gazetted) Service, to the time-scale of Jammu and Kashmir Administrative Service (Rs 15600-39100 with GP Rs 6600).
Sources told Early Times the officer has broken all 'records' of 'embezzlement' in the Revenue department, but still then the state government has promoted him to time scale of KAS. His role in the embezzlement has been established by State Vigilance Organization, but still then the present dispensation has showered unprecedented benefits on him.
"The said officer was Tehsildar Poonch when the famous land scam of Hill Kaka came to the fore. Following his involvement in the land scam he was suspended from the government services for a year or so. Although, he was reinstated, but did not get promoted due to his involvement in the land scam of Hill Kaka," said sources.
Sources said that colleagues and juniors of the said officer got promoted while as he could not be elevated to higher position following his role in the infamous Hill Kaka land scam. The Vigilance Organization presented a challan against the officer and his role was very well established in the land scam of Hill Kaka.
"For the past 15 years the officer who was posted as Technical Officer Revenue Secretariat and not been given any promotion. In fact the sanction for prosecution was also given, but somehow the follow-up action was not taken. As such the officer was saved from the axe and continues to be part of the government machinery," said sources.
They said the officer has amassed huge wealth during his stint as Tehsildar Poonch and also at the Revenue Secretariat. They said that since the officer is very close to the Additional Secretary, General Administration Department (GAD) services he managed to get promoted to the time scale of KAS.
"One fails to understand how the chief secretary has cleared the file of tainted officer. The promotion of the corrupt officer has dented the claims of state government that corrupt and tainted officials would be shown the door during the present dispensation," said sources.
Sources said that promotion of the officer to the time scale of KAS is all set to embolden the other 'corrupt' and 'tainted' officers and officials discharging their services in the different government departments. They said the officer has been absolved of corrupt cases by the present government and as such the state government has no authority to claim high moral grounds. |
