| Spa in Tawi Golf Course: 1 day given for filing quotations, many smell rat | | | ET Report
Jammu, Dec 3: In what can be seen as mockery of the system in place and befooling tactics of various government departments, Office Secretariat of the high profiled Tawi Golf Course Sidhra invited quotations under a certain tender on December 2 for which the last day of receiving the same was kept December 3. It was specifically mentioned that the sealed quotations should reach their office from 10 am to 2pm on the same date, implying that less than 48 hours were given to the companies desiring to be on board of the process.
The Golf Course which will have many best things of modern life in its fold, invited tenders for running of SPA from what it mentioned in the advertisement in newspapers the reputed brands like L'Oreal, Wella, Revlon, Habib's and companies in that category. The ad got published in the newspapers on Wednesday December 2 with specific mention of details DIP/1023/15 and date as December 1 at the end. Further , in order to give transparent shape to the process, it was mentioned in the ad that quotations will be opened on the same day or any other equivalent day in present of quotationers who may wish to be present. More importantly, the quotations were sought to be accompanied with a CDR of Rs 10000, something which is normal with the tendering process.
However, one wonders as to how many reputed companies or the likes of these at the local level would have noticed this ad for which the quotations were invited only next day of its publishing in the newspapers. What is the normal minimum gap that should be there from appearance of the ad and last date of receiving quotations is something which varies from department to department and the nature of tenders. What many competitors at the local level desiring to be a part of the Gold Course premises are ruing that they missed the opportunity for they could not make it within just one day. It appears that ad so given was just a formality as the dealings most of the time in government departments like this one are fixed, alleged one competitor, fuming that the authorities must have already taken some branded name on board which is why only few hours were given as the stipulated deadline for others.
There are instances galore where dealings in the tendering process or in display of the normal advertisements for any activity are done just for the sake of fulfilling a formality. The dealings in many cases more often than not look 'fixed'. This has happened earlier where huge money is involved in the tenders, obliging the 'listed favorites' for obvious benefits. |
