Much-hyped Regularization Policy proves deceptive

Srinagar, Dec 5: As the much talked regularization Policy of PDP-BJP government continues to prove deceptive, thousands of employees of different government departments working on temporary bases from last 22 years crave for governor rule in the state to receive justice.
Repeated assurances of PDP-BJP government to regularize daily rated workers of different government departments according to such employees have merely proved deceptive tactics of this government too like all other previous governments.
3660 people recruited in between 1992 and 1994 on temporary basis in different governments according to document details till date have completed around 22 years of service and many among these employees are now nearing retirement age.
These employees told Early Times that during a brief tenure of Governor NN Vohra last year their dust biting files carrying their regularization documents in Civil Secretariat were opened and some document process was done, however everything according to them stopped again no sooner PDP-BJP government formed their coalition government.
They said that pray for Governor Rule in Jammu and Kashmir once again so that they can receive justice without any further delay and politics on the issue.
During his maiden budget session Minister for Finance, Labour, Employment and Culture, Dr. Haseeb Drabu said that with regards to daily wagers engaged upto 31-01-1994, a policy is already in place as per SRO-64 of 1994 dated 24-03-1994 in terms of which 56223 Daily Rated Workers (DRWs) have already been regularized up to February 2015 leaving behind 3660 persons.
He said that in order to extend the benefit of regularization to such left out DRWs, as well, his Government has also created 3660 posts of Helpers for regularization of as much number of DRWs.
He then said that the process of regularization of DRWs engaged prior to 31-1-1994 as per SRO-64 of 1994 dated 24-03-1994 is likely to be completed during 2015, subject to furnishing of complete proposals by departments.
As per set government norms temporary employees who complete seven years of service as regular Daily wagers in any government department are eligible to get regularized within seven years of time.
These 3660 employees of different government departments according to document details despite completing around 22 years of service still crave for regularization and are paid salary of Daily wager grade employees.
According to details many people who were recruited as temporary employees in between 1992 and 1994 after around 15 years of service as temporary employees attained the age of then mandatory 58 years and then had no option except to left such jobs without getting regularized.
Regularization issue of these 3660 employees of different government departments turned a major blow for previous NC-Congress government during last few days of their tenure after then Minister for irrigation and flood control, Sham Lal Sharma resigned from his portfolio.
Sharma then accused two Ministers of NC for erring already decided list of 3660 people to get regularized and termed attempt by NC Ministers to include people in the list as injustice with people waiting for regularization from last 22 years.
