PDD's erroneous circular: undue monetary benefits extended to 98 JEs | | | Avinash Azad Early Times Report Jammu, Dec 5: An erroneous circular issued by the Power Development Department (PDD) favouring 98 junior engineers has caused huge loss to the exchequer. Documents available with Early Times reveal that despite intervention of the Finance Department, undue benefits were extended to the 98 JEs by the PDD. "…J&K civil services (revised pay) rules, 1992 do not have any provision of initial higher starting salary with eight advance increments in favour of Junior Engineer (Degree Holder) appointed in the prescribed pay scale of Rs 1760-3200 of the said rules," a Government order (no. 298 of 2008) reads. It reads that PDD had issued an erroneous order and need to recover benefits extended wrongly. "…the PDD issued circular instructions bearing no PDD-II/AC/4/97 dated 2004. Wherein some JEs of 1992-93 batch with degree in engineering placed in the prescribed pay scale of Rs 1760-3200 were allowed initial higher starting salary with eight advance increment from the date of their first appointment without the concurrence of Finance Department", the order reads, adding that the Finance Department constituted a committee to examine the record relating to the issuance of the erroneous circular issued by PDD. "Whereas, the committee so constituted submitted a detailed report opining therein that the benefits of eight advance increments allowed by the PDD to 98 JEs through said circular, is incorrect and needs to be withdrawn immediately to keep the rules position straight in PDD and other engineering, and the excess pay thus drawn by these JEs should be recovered and further the excess pay drawn by the JEs in other engineering department, who also got the undue benefits as a result of repetition of such erroneous instruction should also be recovered", the order reads. Sources said that at present the excess pay drawn by these employees has accumulated Rs 5-6 lakhs each. The Finance department in 2008 issued a correction by virtue of Government order number 298-F directing DDOs to recover the excess amount paid, but the amount was not recovered. The estimated amount of the excess payment is about Rs 30 crore. |
