Govt fails to utilize funds for RWS
10% funds allocated for the purpose not given to PRIs for Maintenance and Operation

Jammu, Dec 6: With the non-seriousness of the State Government for not utilizing funds to the tunes of crores meant for maintenance and operation of the Rural Water Supply schemes as a result the most of projects executed are lying defunct.
Sources told Early Times that as per the guidelines of the programme, State Government has to provide drinking water facility in rural areas including Regional Water Supply Scheme, Individual and Mini Pipe Water Supply Schemes/ Hand Pumps and after their execution State is bound to keep maintenance and operation for their success.
"For this purpose, the centre Government had provided 10 per cent of the allocation of funds to States for management, operation and maintenance of the rural drinking water supply schemes and the funds had to be distributed among the representatives of Panchayati Raj Institution (PRIs) for encouraging the States to bring in reforms and decentralize the rural drinking water supply sector," they said.
Shockingly, the State Government failed to avail the incentive fund to the tune of Rs 80 crore (10 per cent of total funds released by the centre as Rural Water Supply schemes completed under the programme as the funds were not transferred to the PRIs representatives in the State, they alleged.
"Hundreds of bore well with hand pumps installed under Rural Water Supply schemes across the State are lying defunct due to non maintenance of them, thereby defeating the purpose of the schemes and wastage of funds to the tunes of lakhs incurred on each pump," they maintained.
However, number of training programmes had been organized for the department engineers on operation and maintenance of Rural Water Supply schemes and sanitation by centre but lack of attention to the important aspects of operation and maintenance of water supply scheme lead to deterioration of the system necessitating premature replacement of many system components. As such, even after creating such assets by investing huge amounts they are unable to provide the desired services to the community as they either remain defunct or underutilized most of the time, sources said.
