4 months on, PDD fails to rectify erroneous transfer orders | Working of department jeopardized | | Early Times Report Srinagar, Dec 6: Attribute it to the inefficiency of the Power Development Department, errors in the transfer orders have led to chaos in the working of the department and no one has cared to rectify the mistakes four months on. In August, 2015, the PDD's main office in Civil Secretariat Srinagar had issued orders for the postings and transfers of Executive Engineers and the Superintending Engineers of the department wherein two Executive Engineers were transferred to the same place of posting. As if this was not enough, an Executive Engineer who has retired from services, around five years ago, was shown posted to a news office. Official documents reveal that the PDD made these transfers vide order No 172 PDD of 2-015 dated 21-8-2015. As per the transfer orders, at serial number 14, Lateef Ahmed Shah, who was holding the charge of Electric Division Baramulla, was transferred to Sub Transmission Division-I Srinagar. Shockingly, at serial number 39, another Executive Engineer, Ghulam Muhammad Mir, who was holding the charge of Electric Division Sumbal was also transferred to Sub Transmission Division-I Srinagar. With both Ghulam Muhammad Mir and Lateef Ahmed Shah having been given the same charge, there has been confusion in the working of this office. Insiders said the concerned have failed to resolve as to who of the two officials was legitimate for the chair. Insiders said initially the duo tried to jointly hold the chair in the new office at Srinagar. But following differences in decision making, each of the two started staking claims on the chair individually. Sources said given the confusion, subsequently the then PDD Commissioner Secretary was requested to make "corrections in erroneous" transfer orders. But sources said the officials in the Civil Secretariat got offended on the use of words like "erroneous orders" by their juniors. "Instead of corrections, use of words like 'erroneous order' became a bone of contention between the two groups," the insiders said. "This became an ego problem between the Secretariat lobby and the officials in the field as the seniors were unwilling to accept any errors in the orders," said a source privy to the development, adding since then the corrections were never made. Since then working of the Sub Transmission Division-I in Srinagar has been badly affected due to the ambiguity over who is the Executive Engineer. It is being seen as a major cause of prolonged power cuts in Srinagar. "From fault repairs to power supplies every service in Srinagar is affected as city witnesses long power cuts," said an official in know of the matter. As if posting of two officials to one place of posting was not enough, there was another big laughingstock in the transfer orders: One of the retired officials was shown as still working. At serial No 24 in the transfer orders, one Sheikh Farooq Ahmed, who has retired from the services in 2010, has been shown working as Executive Engineer Power Development Corporation. As per the transfer orders he has been posted to Sub Transmission Division Ganderbal. Source said when this error came to fore that even a retired official has been shown as transferred, the department officials, picked up the matter with Deputy Chief Minister Dr Nirmal Singh, who is also the Power Minister. Dr Singh is understood to have assured that the corrections would be made within a week. "But four months on, the corrections are awaited," said a PDD official. When contacted a senior official in the Civil Secretariat said the corrections were awaited as the Minister and the MoS were yet to give details of which officer needs to be transferred where. "Corrections can only be rectified once we get the details of the officers for the prospective postings," the officer said. Despite repeated attempts Dr Nirmal Singh could not be contacted for comments. |
