Aspirants in distress over failure of JKPSC to amend rules | Disrespecting Hr Education order, Commission gives weightage to Post graduation marks for Assistant Professor' posts | | Akshay Azad

Jammu, Dec 6: Without adhering to the Higher Education department's order of 2012- which directed Jammu and Kashmir Public Service Commission to abdicate the practice of giving weightage for short listing of candidates for any recruitment purpose, the Commission is still carrying out with the practice. Anger is brewing among the aspirants, hailing from Universities of State including Kashmir University and Jammu University, who are being shown the door due to alleged faulty criteria adopted by Commission. Some of the angry aspirants informed Early Times that the Higher Education department had issued an order No.252-HE of 2012, dated 30/5/2012. The clause-IX of the order reads as, "The present system of short listing being adopted by recruiting agencies wherein recruitment is made by giving weightage to performance in the academic examinations should be dispensed with and the SSRB or for that matter any authority including JKPSC with responsibility to make selection for any office or the post the state shall hold a uniform written test for all the eligible aspirants for advertised posts". Castigating the JKPSC for non-implementation of order after the lapse of three years, an aspirant pleading anonymity said that Jammu and Kashmir Service Selection Board (JKSSB) has already applied the order and has been advertising the posts but after lapse of more than three years, the premier agency, JKPSC has failed. "Everyone knows that the faculties of Jammu University and Kashmir University usually gives minimum percentage of marks to students. We are getting at the most 60-65 percent in majority of the subjects but the students who don't get seats in state universities, do their PG from other state universities or private and 'easily purchase' more than 80 percent marks", he rued, adding that in shortlisting of candidates, the students of state universities were suffering. Another aspirant said that due to 90 percent weightage given to post graduation, the candidates, who have marks in PG (from 55 to 60 percent) along with NET/SLET were shown the door, which was total injustice and order issued by JKPSC on 13/11/2015 was a testimony. In the order issued by JKPSC on 13/11/2015, cut off merit for Open Category candidates in Hindi subject was re-fixed at 51.79 as per the criteria (90 % to PG), he said, adding that after revised criteria Savita Rani Thakur figuring at Sr. No.40 in OM category, who has secured 49.83 points (as per criteria) was excluded from the list and Nisha D/O Sachin Jamwal with Bar Code No.136181, who has secured 51.79 points was shown as provisionally shortlisted for interview. "All those candidates who even had 57 percent marks in PG and had NET as eligibility were thrown out. Moreover, many candidates in English subject were also not figured in the list due to short listing criteria", another applicant said. Aggrieved candidates further said, "It is also very disturbing to notice that on one hand M.Phil is not considered as criteria but JKPSC has given 4 marks to M.Phil. Moreover, six marks are given to Ph.D but there is no mention of marks to Experience, Publications, NET etc." The dual yardstick of State Government could also be well gauged from the fact that on one hand Education Minister has been stressing for conducting of screening test of Rehbar-e-Taleem teachers and short listing of candidates for Assistant Professor posts'. Secretary of JKPSC, Shakeel-ul-Rehman said, the Higher Education Department's order of 2012, is not applicable on JKPSC. "After publication of that order, JKPSC had a series of discussion with Higher Education department, after which the Department had given go ahead to JKPSC with their recruitment criteria", he said. On being asked about the queries of aspirants from state universities, he said that there was very less number of candidates, who qualified from other state universities. "Even if the outside varsity students have more marks but without NET, SLET, they are not eligible for the posts. NET is conducted at all India level and credibility of NET cannot be challenged", he said. On being asked, the credit given to M.Phil in short listing of candidates, Rehman said that the higher qualification was given credit even by JKSSB and in other states also. |
