SRINAGAR, Dec 9: This may sound absurd and bizarre as well, but it is true. A medico appointed as caretaker Principal of a noted health institution in the Kashmir valley 11 years ago continues to hold the position.
This is despite the fact that role of this medico has very well been established in a scam at the health institution which he heads as on date.
In 2004 when Mufti Mohammad Sayeed was the chief minister of the state, Dr. Riyaz Farooq was appointed as caretaker Principal of Government Dental College (GDC) Srinagar. Eleven years down the line Dr. Riyaz continues to be the Principal of GDC Srinagar. There are chances that he might break the record of being the longest serving Principal of any medical college or dental college of the country.
Sources told Early Times that Dr. Riyaz was Associate Professor at the time of being appointed as Principal GDC Srinagar. His placement as Principal was unique in the sense that despite being Associate Professor he was asked to head the GDC Srinagar and continues to do the same.
Dr. Riyaz had gone to the court in the early days of his career after he was not selected by Public Service Commission (PSC) for the post of lecturer at GDC Srinagar. He got relief from the court and as such got selected as lecturer at Government Dental College, Srinagar.
"During his professional career so far Dr. Riyaz has never faced any interview or examination from the PSC. He has knocked at the doors of judiciary whenever he has landed in trouble. His appointment was controversial and during his 11 years stint as Principal GDC Srinagar he has been involved in various embezzlements and scams," said sources. Sources said that given the fact that Dr. Riyaz has nine more years before he retires from government, there are chances that he might continue to be the Principal of GDC Srinagar at the time of his retirement as well. In other words it can be said that Dr. Riyaz might be the Principal of GDC Srinagar for 20 years. This would be a record of sorts at least in the country.
Sources said that since Dr. Riyaz is yet to be confirmed as the Principal of GDC Srinagar he should have been attached with Health and Medical Education department or suspended from the service pending enquiry in the case registered against him. However, nothing of that sort has happened with Dr. Riyaz continuing to head GDC Srinagar.
It would be in place to mention here that Vigilance Organization had wrote a letter to General Administration Department (GAD) and asked the department to take 'punitive' action against Dr. Riyaz since a First Information Report (FIR) stands registered against him in the multi-crore purchase scandal that surfaced at GDC Srinagar.
"The Vigilance Organization mentioned in the letter that the Principal GDC, Srinagar is harassing the witnesses in the case that stands registered against him. Through the letter the Vigilance Organization recommended to GAD that Dr. Riyaz should be removed from his present position without any further delay," said sources.
It would be in place to mention here that Dr. Riyaz was booked by Vigilance Organization for embezzlement at GDC Srinagar. A First Information Report (FIR) already stands registered against him in the police station of Vigilance Organization Kashmir.
The Vigilance Organization registered a case against Dr. Riyaz after it was established that he had purchased medical equipment for GDC Srinagar and GDC Jammu at exorbitant rates thus causing loss in crores of rupees to the state ex-chequer. |
