Corrupt hiding behind 'damaged records' in 2014 floods | RTI activists appeal Guv to constitute SIT | | Early Times Report
Srinagar, Jan 12: Right to Information activists have appealed Governor to constitute a Special Investigation Team (SIT) to look into the matter related to damage caused to Government record during September 2014 floods. The Public Authorities especially those located in Kashmir division are using 2014 floods in Kashmir as an excuse to hide their misdeeds. Several applications filed under RTI Act have been rejected on the plea that official record has been damaged. The stake holders especially the RTI activists have demanded constitution of a Special Investigation Team (SIT) to verify the extent of damage caused to the records of various government departments so that corrupt could not hide behind the excuse. Pertinently Government departments are denying information under Right to Information Act (RTI) to information seekers under the pretext of records having being damaged in September floods. As many as five Government departments which include Public Service Commission (PSC), Agro Industries Corporation, Srinagar Development Authority, Royal Springs Golf Course, Directorate of Education have denied to provide information to RTI applicants. The cases have already landed in State Information Commission (SIC) which is yet to deliver justice to the stake holders inspite of the fact that several orders for penalty show cause notices have been issued to the PIO's of aforementioned departments. ET had carried a story about Srinagar Development Authority (SDA) last year wherein latter had denied to provide information under State RTI Act to an information seeker regarding leasing out of shops and plots by the SDA. The applicant had alleged that he had been denied justice by the State Information Commission (SIC) where the 2nd appeal case was heard. The SIC had upheld the decision of PIO- of SDA during the case hearing on 27.1.2015 at Srinagar office of SIC. "We have half a dozen public authorities who are denying to share the information to information seekers under RTI and they use floods as an excuse , if the Special Investigation Team (SIT) is not constituted by the Government , these cases will increase and after some months all the valuable and important Govt records would be destroyed by the corrupt Govt officials and their touts , so the need of the hour is that Governor N N Vohra must constitute an SIT which would probe into all these cases and file a report vis a vis damaged Govt records in recent floods " said Dr Mushtaq Ahmad Khan State Coordinator Jammu Kashmir RTI Movement some time back Ghulam Rasool Baba R/o Nund Reshi Colony Bemina, Srinagar an information seeker had also appealed Governor to intervene into this matter and constitute an SIT . The Royal Springs Golf Course (RSGC) Srinagar had also denied information about its members and membership fees to an information seeker Shahid Ahmad Ronga some time back on the pretext that all record has been damaged in floods while as reality is that flood didn't damage any records at RSGC Srinagar In a significant order issued by State Chief Information Commissioner (CIC) G R Sufi on 23rd November 2015 the Directorate of School Education Kashmir (DSEK) was asked to submit documentary evidence vis-a-vis damage caused to official record particularly the files which contain information about grating of recognition to private schools across Kashmir valley. The PIO (Joint Director) of DSEK had denied information under RTI Act to an information seeker on the ground that official record had been damaged in the 2014 floods. |
