Tehsildar Dachhan report confirms fraud, no action against guilty yet | | | Asif Iqbal Naik

Kishtwar, Jan 12: In a probe initiated by Deputy Commissioner Kishtwar in an allege of fraud committed by the officials of relief department of District Kishtwar, Tehsildar Dachhan in his report submitted to the inquiry officer vide letter No. 0/camp/Ktr/TD/15 dated 31-12-2015 found the allegations leveled by the complainant Haji Ghulam Ali Shah, Naib Sarpanch Chicha Dachhan was genuine as no relief amount was deposited in his or any other account holders, but in papers,the said amount has been distributed among the farmers who had suffered losses to Kharif crops in the year 2009. As per the details available with "Early Times" Deputy Commissioner Kishtwar vide order No. 98 DCK of 2015 Dated 21-1-2015 stated that the government vide government order No. Rev/ER/Accounts/390 of 2010 Dated 13-12-2010, funds of Rs 55 lacs were sanctioned in favour of Tehsildar Marwah in shape of relief for the farmers who suffered loss of crops during Kharif 2009 and accordingly the list of the beneficiaries were prepared by the Tehsildar Marwah and the funds were distributed among the beneficiaries and the affected families in the form of bank invoices and cheques. DC Kishtwar in his letter stated that the invoices in favour of the beneficiaries were deposited in the banks of Marwah, Warwan and Dachhan, the then part of Tehsil Marwah now are independent Tehsils. DC Kishtwar on the basis of the complaint lodged by Hajji Ghulam Ali Shah, Naib Sarpanch Chicha wherein the complainant stated that no compensation (Relief) were deposited in their bank accounts and the effected families had not even received a single penny in their bank accounts. Acting on the complaint of complainant Ghulam Ali Shah, Naib Sarpanch, DC Kishtwar vide No. DCK/Adm/14/4333-40 Dated 21-1-2015 constituted the team head by the then SDM Marwah/Chatroo Kartar Singh, ALC Zakir Wani, Tehsildar Marwah, Warwan, Dachhan and Mushtaq Ahmed Khan, cluster Head J&K Bank Kishtwar. Following Deputy Commissioner Kishtwar order, inquiry officer vide order No. SDM/C/2015/Camp/01 Dated 16-04-2015 directed Tehsildar Chatroo to record the statement of the prominent persons within weeks time so that the final report could be complied, but the report of Tehsildar Marwah came after nearly 9 months after inquiry officer request which authenticated the claims made by the complainant. As per the report of Tehsildar Dachhan, an open inquiry was conducted by him in villages of Janakpur, Lopara, Bhatpora, Prangus, Tunder, Trungie, Khraipakhano, Reasri, Chicha, Kiyar, Ganian, Gujjar-Kothan and Surnoo of Tehsil Dachhan, added that the statements of drought sufferers and prominent persons of the area have been recorded. "All the sufferers/inhabitants of the above hamlets stated that the government have sanctioned/announced the relief in lacs to the drought sufferers of Kharif 2009, but they have not received a single penny on this behalf" read Tehsildar Dachhan report which further stated that the people informed him that on the direction of Patwari concerned they produce their bank account Nos to him for preparation of invoices to credit in their personal accounts added that many drought suffers fail to submit their account numbers. "The concerned authorities have issued the invoice and cheques to the drought sufferers, but not a single penny has been credited in their accounts till date" read Tehsildar Dachhan report. The reported stated that the sufferers demanded that the relief amount as admissible to them may kindly be credited to their personal bank accounts as soon as possible and advocated departmental action may kindly be taken against the delinquent officers/officials. Inquiry conducted by Tehsildar Dachhan reveals that the demand of the drought sufferers and prominent persons of the area is genuine and based on facts. "It is therefore, requested that the missing/unadjusted relief amount may kindly be credited in the account numbers of drought sufferers as soon as possible and an enquiry may kindly be initiated against the delinquent officers/officials" read Tehsildar Dachhan report. The copy of the report has also reached the office of Deputy Commissioner Kishtwar and action against the guilty officials involved in embezzlement of relief money is still awaited on his behalf. |
