VO in tight spot as GAD, Law deptt sending 'report' on LA backdoor appointments

JAMMU, Jan 12: In what can be seen as skeletons finally tumbling out of the cupboard, GAD and the State Law department will submit report detailing their opinion with regard to backdoor appointments made by three successive Speakers in the Legislative Assembly. The opinion of the two departments was sought by the Vigilance Organisation on December 28 in the matter, even as the cases stand proved by the latter itself after HC’s interference last year.
Sources said following imposition of Governor's rule in the State, the action has been prompted by the two departments in the matter the files of which are gathering dust with the State Vigilance Organization for a long time now. Sources said even though the GAD and Law department had washed off hands in the matter contending they had nothing to do with the matter nor does their opinion carry much weight in the light of the fact that cases stand established that as many appointments have been made in the Legislative Assembly Secretariat at the instance of the two NC and one Congress Speakers over the previous coalition regimes.
Sources further said after assuming work in the Civil Secretariat on Monday Governor NN Vohra not only reaffirmed his resolve to do away with corruption at all levels, he dropped adequate hints that the matters pending with Vigilance Organisation will get impetus in taking them to conclusive stages. Sources in the GAD confirmed that this matter which has been stirred up many times in recent past has halted again with Vigilance throwing the ball into the court of GAD and Law department seeking their opinion, which is nothing but seen as delaying tactics of the Vigilance Organisation facing tremendous political pressure to withhold further course of action, those involved being high profiled politicians and those benefitted being the seasoned leaders of various political parties too.
While both the departments had conveyed it to the Vigilance Organisation the inconsequence of their opinion in the light of the fact the cases having been established by VO, sources said since the latter has chosen to drag the two departments unnecessarily in the matter, the authorities are readying a report which will be sent shortly , a step that will put the Vigilance authorities in a tight corner yet again. Sources further said there is a reason for the two departments to expedite this step as it was the Raj Bhawan which had shot a letter to the Law department in January last year seeking details into the matter of backdoor appointments in the Assembly. Vigilance Organization may also find itself in a tight spot in the backdrop of the fact that it has not sought opinion from any department so far in the matters of corruption particularly which stand proved by it nor is mandatory for it to ask for such reports.
