Akshay Azad Early Times Report JAMMU, Jan 16: Hundreds of Ph.D holders, who have obtained their degrees from University of Jammu and registered prior to 2009 notification of University Grants Commission (UGC) are in a State of confusion over the validity of their degrees for the ongoing interviews of Assistant Professors. Expressing dismay over the prevailing scenario in the State, the Ph.D degree holders said that the Jammu and Kashmir Public Service Commission (JKPSC) had earlier sought Minimum Standard Procedure (MSP) certificates, which were later withdrawn by the both the Universities of Jammu and Kashmir . Now the JKPSC has sought a certificate from the Ph.D degree holders, showing the date of their registration and the date of implementation of UGC guidelines of June 2009 by the respective Universities. "The University of Jammu, as per the new certificates issued to Ph.D degree holders, has written that they have implemented the UGC guidelines on April 26, 2010", a Ph.D student who qualified from Jammu University said. Moreover another student of Kashmir University said that the varsity had reportedly implemented the UGC guidelines also in 2010 and have started issuing certificates. From this new performa sought by JKPSC, it was evidently clear that those whose degrees were issued before implementation of the UGC guidelines would not be considered as valid for the interviews. The Ph.D holders further said that the JKPSC has reportedly decided to go by the UGC regulations of 2009 for the engagement of Assistant Professor and as per UGC guidelines, the MSP certificate was compulsory. "Given the developments, the Ph.D degrees of hundreds of scholars of University of Jammu, Kashmir as well as some other universities would not be considered for the interviews", the Ph.D holders said, adding that after the decision of Supreme Court, terming the SP Thayagrajan Committee as null and void, the decision of the new committee constituted by the UGC for considering the veracity of the Ph.D degrees prior to June 2009 guidelines, must be taken into considering, which was still awaited. "The JKPSC must withheld the interviews till the decision over the validity of Ph.D degrees registered before 2009 guidelines will be taken, otherwise it would be difficult to fill even 1700 posts of Assistant Professors", an official said. |
