‘Powerful’ draftsman calls shots in Gandoh 2/19/2016 11:38:24 PM Early Times Report Jammu, Feb 19: A Draftsman posted in Special Sub-Division Gandoh for the last over twenty years has been calling shots while performing dual work of draftsman as well as Jr Engineer and intimidating those posted as JEs so that he could continue to work according to his wishes. The sources informed Early Times that whenever government posted a Junior Engineer at Spl. Sub-Division Gandoh, the draftsman posted at Gandoh since over two decades, allegedly uses his politicial clout and money power to get them divested of the charge of Junior Engineer of Irrigation and Flood SSD Gandoh. They further informed the draftsman was transferred from Sub-Division Gandoh to Irrigation Division Doda last year on complaint basis vide Order No: 15-E of 2015-16 Dated 27-4-2015 but after a span of five months, he managed his transfer back in the said Sub Division. The sources further told that in compliance with order issued by Superintending Engineer Hydraulic Circle Doda vide No: SHE/D/3166-70 Dated 20-11-2015, Executive Engineer PWD(R&B) Spl. Sub Division Gandoh directed the Draftsman vide his order No: EE/R&B/G/2159-61 Dated 24-11-2015 to hand over the complete charge of Irrigation and Flood Control Sector to the incumbent Junior Engineer, But, giving damn to the order of S.E. Doda, the draftsman fled from the spot after taking entire record of the works of I&FC sector including measurement books, work registers, estimates and important documents and did not return to office for over two months to buy time to get the Junior Engineer removed from Gandoh. Meanwhile, the draftsman, used his influence and money power and got the Jr. Engineer transferred prematurely vide Govt. order No: 45-PW(Hyd) of 2016 Dated 29-1-2016 issued by the then Secretary to Government, who was retiring on 29-1-2016 which smacks of the thick nexus created by the Draftsman. The sources further informed that during twenty years of posting in one place, Draftsman has made strong nexus between his bosses and local contractors thus monopolizing the whole Spl. Sub Division Gandoh.
