srinagar, Feb 19: State Vigilance Commission the previous day sought action taken report from the General Administration Department (GAD) against former Additional Resident Commissioner, New Delhi, who by overstepping his powers and authority had misappropriated the Government money at large by dishonestly drawing an amount of Rs 6,24,262 as electrical charges for his residential accommodation, fuel drawn for his private vehicle to the tune of Rs 1,22,689 and other funds for his personal affairs.
The SVC is however yet to seek similar action taken report against Jawaid Ahmad Shah, the then Joint Resident Commissioner Mumbai and now Secretary State Sports Council who had drawn the amount of Rs 4.55 lacs as House Rent Allowance during the period September, 2011 to November, 2014, though he was using Government Guest House Haveli as his residence.
The State Vigilance Commission (SVC) had also detected that no proper accounting procedure was followed to ensure recovery of rent from all those using Government accommodation at the J&K Joint Resident Commission Mumbai and no reconciliation of accounts had been carried out.
Taking serious note of prima-facie establishment of charges of embezzlement/misappropriation against Jawaid Ahmad Shah, the Commission had directed for conduct of Regular Departmental Action against the said officer besides, recovering of the embezzled amount after serving articles of charges to the officer.
On December 1, 2015, the Secretary to the Government, Hospitality and Protocol Department had been directed to take necessary legal action, if warranted, after completion of Regular Departmental Enquiry under CSR. The State Vigilance Commission had also directed the Department for immediate audit and inspection to be carried out at Joint Resident Commission Office Mumbai to ascertain any other cases of similar embezzlements.
Sources in Sports Council divulge that arrogant and stubborn Jawaid Ahmad Shah, who was made secretary of the State Sports Council despite serious allegations of financial misappropriation, has been wearing his proximity to the first political family of the state on his sleeve and demeaning the recommendations of the SVC of strict action against him. "Rather than taking strict action against him as recommended by the SVC, he was elevated as executive head of the Sports Council" said a Jammu based member of the Council. "There are reports that he is continuing with the same acts of omission and commission as the secretary sports council in connivance with a notorious junior officer of the Council and soon we shall lodge a fresh complaint against him in the Vigilance Commission as we have collected enough evidence," he said. |
