Guv directs to identify non-performing officers | | | Early Times Report
JAMMU, Feb 19: Governor N N Vohra today reviewed the issues related to vigilance matters in a meeting and directed general administration department (GAD) to identify 'non-performing' officers. The meeting, held at civil secretariat here, was attended by chief secretary B R Sharma, governor's principal secretary P K Tripathi and GAD commissioner Gazzanfar Hussain. Hussain told the governor that 91 FIRs were registered in 2015, involving 158 gazetted and 118 non-gazetted employees. Sanction for prosecuting 32 cases, involving 22 gazetted officers and 40 non-gazetted officials, was recommended and it was accorded in 22 cases involving 5 gazetted officers and 39 non-gazetted employees. 22 cases were challaned, involving 12 gazetted and 47 non-gazetted officials, he said. The governor was also informed that 10 cases were concluded in 2015, involving conviction of one gazetted and 10 non-gazetted officials. Vohra directed that decision in all the cases pending for sanction of prosecution in various departments should be expedited and a report be positively submitted to him on February 23, 2016. He directed that all the cases due for compulsory review under Article 226 in various departments be placed before the designated committees by March 15, 2016, reiterating his earlier directions regarding completion of Annual Performance Reports of all the employees. A report in this regard be furnished to him by February 29, 2016, he asserted. The governor directed GAD secretary to ensure that departmental websites were urgently updated and relevant information required under RTI Act was regularly updated. "A status report as regards the submission of Immovable Property Returns for the year ending December 31, 2015 be sent to him by February 29, 2016 and action initiated against every defaulting officer," he said. He said GAD should energise the vigilance framework in the state to ensure transparent and responsive public service delivery and asked the chief secretary to issue circular directions to all the administrative secretaries to personally review all pending vigilance matters in respective departments. A consolidated report in this regard be submitted to him on fortnightly basis, he added. The governor would shortly hold another meeting to review all the vigilance matters with State Vigilance Commission and Vigilance Organisation. |
