SVC stresses on e-tendering in forest deptt | | | Early Times Report
Jammu, Feb 19: Emphasizing the need for bringing transparency and fairness in the allotment of works of value of more than Rs 1 lakh, the state vigilance commission (SVC) has directed forest department's principal secretary to implement government directions as well as circular instructions issued by it on December 17, 2014 regarding e-tendering in letter and spirit. While SVC reviewed the progress of various directions issued to the forest department for ensuring transparency in government expenditure, it was revealed by the conservator of forests (vigilance) that the department was still in the process of completing formalities for implementing the directions with regard to e-tendering. Taking a serious note of this tardiness, SVC directed the department's administrative secretary to fix responsibility and take action against those responsible for non-implementation of the directions. SVC also observed with dismay that plantation involving crores of rupees of CAMPA funds was being carried out without inviting competition from bidders, instead the rates were fixed by a departmental committee, thereby making the entire process non-transparent and liable to misuse by vested interests. Meanwhile, in a complaint lodged by Tirath Singh Manhas, convenor of Industrial Association, J&K, against pollution control board (PCB) before SVC, it was alleged that there existed a close nexus between PCB officials and some private laboratories outside the state for issuing self monitoring certificates (SMCs) in favour of industrial units operating in the state allegedly on consideration of hefty amounts in an ambiguous manner. Taking a cognizance of the matter, SVC directed forest department's principal secretary that all wings of the department, including PCB, would forthwith implement a transparent system for e-tendering the works worth more than Rs 1 lakh. The commission also recommended that for inspection of industrial units, committees comprising of officers having certified integrity be constituted for pollution compliance and visit by individual officers be stopped in the interest of transparent governance.
