In absence of elected Govt, Guv assumes important role | | | Javaid Naikoo

Srinagar, Feb 23: Amid prevailing political stalemate, Governor NN Vohra assumes important role not only to run administrative affairs but also to keep an eye on dissimilar activities in conflict hit Jammu and Kashmir. Immediately after the demise of former Chief Minister, Mufti Muhammad Syed, letter of Govrnor NN Vohra to PDP and BJP enthused both parties to think about government formation once again after ruling over the state nearly for ten months together. Though BJP still maintains that it is sticked to the 'Agenda for the Alliance' finalized by the party last year for forming government with PDP, however PDP after sea of speculations regarding government for nearly two months finally breaking ice said that they want practical shape to agenda of alliance on ground to fulfill promises of former Chief Minister of state, Mufti Muhammad Sayeed. Sensing delay in government formation, Governor NN Vohra from his day first in Raj Bhavan took some important decisions which otherwise during PDP-BJP government ignited lot of noise. Among other steps, Governor on January 25 held a meeting with Chief Secretary B.R. Sharma and Home Secretary, R. K. Goyal to rapidly review the various important matters which were awaiting consideration and decision at Cabinet level. On February 15 in a letter to union Minister for Urban development, Venkaiah Naidu,Governor N.N. Vohra thanked Naidu for agreeing to consider his request for inclusion of both Jammu and Srinagar cities in the list of Smart Cities, an issue remained under carpet during PDP and BJP government due to conflicting opinions from both sides. He asked for speedy implementation of National Food Security Act (NFSA) despite protests of people in many parts of Kashmir and decided a number of forest clearance cases which were delaying important projects earlier. Governor directed that Chief Secretary should take an urgent meeting to identify the various decisions required for controlling the growing number of fatal road accidents and later approved a draft related to road safety. He very smoothly directed for Relief to Traders and people associated with Business who had suffered lot of loss to their business in September 2014 floods. At the same time experts believe that it is not going to be all rosy for Governor NN Vohra to run conflict hit Jammu and Kashmir which in past saw many ups and downs every time power shifted from state legislative assembly to Raj Bhawan Three civilian killings near two encounter sites in Pulwama in which Governor NN Vohra at once directed Security forces to exercise maximum restraint in dealing with militant activities to avoid civilian killings and 48 hour long encounter at Pampore in which security forces suffered massive loss according to experts are issues in which administration of Governor NN Vohra will be put to task. Experts believe that among other controversial issues likely to create tough times for Governor NN Vohra also include long pending demand of Kashmiri Pandits regarding their settlement in Kashmir opposed by Separatists on many occasions. Surge in local militancy which started two years back and activities of separatist factions according to experts are likely to give tough times to the administration led by Governor Vohra. Political analysts believe that prevailing trust deficit between PDP and BJP with each passing day is likely to add layers of difference between the two parties in presence of power thirsty opposition political parties, National Conference and state Congress. |
