AkshayAzad Early Times Report jammu, Feb 23: Fifteen days time given to a three member inquiry committee, constituted to conduct an inquiry in respect of works executed by Jammu and Kashmir Housing Board without following codal formalities, has stretched into more than seven months, but still the report is pending, reflecting casual approach of administration to deal with unauthorized activities. Sources alleged that those involved in the execution of works was done on the instance of a Minister, due to which the inquiry committee has reportedly been delaying the inquiry and submission of report. According to documents in possession of Early Times, Commissioner Secretary to Government Housing and Urban Development Department constituted an inquiry committee according to Government order number 178-HUD of 2015 on July 14, 2015 for conducting inquiry in respect of works executed by JK Housing Board for up-gradation of Civil facilities, construction of community halls and providing shelters to the weaker section of the society and other such works under Housing Sector. The three member inquiry committee comprised Managing Director JK Housing Board, Additional Secretary to Government HUDD and Joint Director Planning and Statistics HUDD. The inquiry committee was asked to look into the entire gamut under which these works were executed and also whether the requisite codal formalities were fulfilled before execution of works or not. "The committee will also look into the cause of liability which has reportedly accrued due to the execution of works and also ascertain whether the requisite approval of the competent authority was obtained", the order reads, adding, "The committee will also conduct the physical verification of works on random basis to check the quality and quantity of works so executed viz-a-viz amount spent/liability accrued". In the concluding paragraph it was unambiguously written that the committee would furnish its report within fifteen days, to the department. Sources said that the committee was constituted after a complaint was filed against a senior functionary of Housing Board. "This official had got executed several works outside the purview of JK Housing Board allegedly under the directions of a Minister", sources alleged, adding that due to involvement of Minister the Committee has taken a very lenient view of the misdoings of the official involved in the matter. An RTI activist pleading anonymity said, "Will the Housing Board ever deliver on the acts of omission and Commission of a former official of Board, who got executed works beyond the pale of his jurisdiction?" |
