Secy compromises on quality of upcoming sports infrastructure | | | Early Times Report Jammu, Feb 23: With existing sports infrastructure in J&K in jeopardy, the incumbent Secretary State Sports Council Jawaid Ahmad Shah through his arbitrary decisions, loathed with vested interests is hell bent to dissipate the efforts of his predecessors to improve the existing infrastructure. Sources in the works division of the Council divulge that the Secretary has been arbitrarily making amends in the approved DPRs of the infrastructural projects which have been tendered out, allegedly in a bid to extend undue favours to certain contractors for his own vested interests. Tender documents in possession of ET reveal that in the construction of pavilion in the K K Hakhu Astro Turf Hockey Stadium, high quality anti skid floor tiles 300x300mm were to be to be laid on the stairs of the pavilion, but the secretary has reportedly directed that the fixtures of seating arrangements be made directly on the concrete floor without laying the tiles. "This is departure from the DPR on the basis of which tendering of the work was done and forgoing the tiling job would compromise the quality of the work" said a source in the Council works division pleading anonymity. "He has issued similar direction in the ongoing work of indoor sports complex in MA Stadium, which shall directly compromise the quality of construction and aesthetics" he added. It is pertinent to mention here that former Chief Minister Mufti Mohammad Sayeed who was also the president of the State Sports Council had visited the K K Hakhu Stadium and M A Stadium just few days before he had to be hospitalized in New Delhi and had taken stock of the ongoing sports projects. "Mufti Sahb had emphasized upon building quality infrastructure and had expressed his desire to hold international events in the Stadia of the state; but contrary to his wishes, Secretary is issuing unwarranted directions which clearly violate the DPRs as well as the provisions of the tender documents. Sources also disclosed that contractors working on the sports infrastructural projects in Jammu are clearly discriminated against as their due payments are withheld unreasonably, while payments are released in favour of contractors of Kashmir regularly, thus delaying the progress on the projects. "Contractors who constructed an indoor hall in R S Pura were up in arms against the Secretary for withholding their payments and there was an angry protest against him before their payments were released on the directions of then Sports Minister" a source informed. Meanwhile, sources in the Council revealed to ET that Secretary has no authority to issue such directions as there is a works committee in place, which has been mandated to supervise and assess the developmental projects of the Sports Council. "The committee has not met once since the constitution of the Council and this speaks volumes about the authoritarianism of the Secretary" the source averred. |
