Div Com Kashmir raps LPG dealers for Aadhar card diktat | | | Jehangir Rashid

SRINAGAR, Feb 24: At a time when Liquified Petroleum Gas (LPG) dealers in the state are coercing the customers to submit Aadhar card details for cash subsidy, Divisional Commissioner Kashmir, Dr. Asghar Samoon has accused the LPG dealers of violating the Supreme Court directions over the importance of Aadhar card. Divisional Commissioner Kashmir has in fact shot a letter to Director, Consumer Affairs and Public Distribution (CAPD) department asking him to act in the matter since complaints have come in from various quarters in this regard. "In violation of the Supreme Court directions, Oil Marketing Companies (OMCs) in Kashmir have issued diktat to LPG consumers asking them to register Adhar details with respective dealers or else their subsidies would be stopped. The Supreme Court of India in a latest judgment ruled that linking of Aadhar for providing these services will only be on voluntary basis and no person shall be deprived of any benefit for want of Aadhar," wrote Dr. Samoon in his correspondence No: DivCom/PS/Misc/16/1875 dated 13-02-2016. The Divisional Commissioner Kashmir in the correspondence further writes, "However, in clear violations of these directions, the OMCs have asked the consumers to register their Adhar details with respective LPG dealerships before February 29 for availing LPG subsidy. The OMC order has come as a rude shock to the consumers in Kashmir who are yet to get Aadhar cards, particularly in Srinagar district, where only 30 percent people have received Aadhar cards." Dr. Samoon has directed Director CAPD Kashmir, Abdul Rashid War to look into the matter and necessary action to redress this grievance of LPG customers. He wrote the public grievance in this regard has reached him through reliable sources. Following this correspondence, Deputy Director (Supplies) CAPD Kashmir has shot a letter to the officers of the different oil companies and asked them to furnish clarification over the matter so that Divisional Commissioner, Kashmir is apprised in the matter accordingly. Letters have been shot to Deputy Manager (Sales, LPG) Hindustan Petroleum Corporation Limited (HPCL), Sales Officer, Indian Oil Corporation Limited (IOCL) and Assistant Manager Sales (LPG) Bharat Petroleum Corporation Limited (BPCL) under the correspondence number DCAPDK/S/LPG/2016/5203-07 dated 20-02-2016. It would be in place to mention here that the LPG dealers in the Kashmir valley have been asking the consumers to submit the details of Aadhar card so that the cash subsidy on account of their LPG connections is continued. The dealers through advertisements in local newspapers have made it clear that those who fail to do this would be deprived of the cash subsidy and they would not be responsible for the same. The orders of the LPG dealers are in total contravention of the Supreme Court guidelines in this regard. The Supreme Court has already ruled that Aadhar card should not be treated as the only valid document being possessed by a citizen of the country. It has also made it clear that Aadhar card would and should be used as an alternate proof of identity of a person. |
