In JK, kin of netas reap fruits of JSY scheme | | | Early Times Report JAMMU, Feb 24: The Janani Suraksha Yojana (JSY), a 100% Centrally sponsored scheme with the objective to reduce maternal and neo-natal mortality, doesn't serve its purpose in J&K as it has mostly the relatives of politicians, not the poor people, who benefit out of it. For example, at the Gandhi Nagar Government hospital the pregnant women are allegedly forced to buy the necessary equipments for delivery from the market. The practice was going on for the last many months, and a person, who happened to be a relative of the Panthers Party supremo Professor Bhim Singh, was asked to buy the necessary kit from market. Informed sources said that it was after Bhim Singh's intervention that the kit was made available to his relative. Worthwhile to mention here that in J&K State, the JSY is being executed by Health Department through Mission Director National Rural Health Mission, J&K. As per scheme, a cash assistance for mothers in rural areas should be Rs 1500 while the package for mother from urban should be of Rs 1000 with the ambulance facilities. As per report by Directorate of Economics and Statistics, J&K Planning and Development Department, the availability of funds made under the JSY from its inception in 2005-06 to 2011-12 and the utilization performance of the department suggests that the implementation of the scheme had never been upto the mark. In not a single financial year, the fund utilization was upto the available resources. The situation across all the districts of Jammu division was below the desired level. On physical side, the trend of institutional deliveries across the districts of Jammu division was not satisfactory inspite of JSY intervention. The percentage of institutional deliveries as against registered beneficiaries was below 50% throughout. The guidelines clearly say that transport charges have to be borne by the referral Health institution. But in those cases where transport charges were paid by the beneficiaries themselves, no refund was made to them after the delivery as reported by the beneficiaries. "This must be looked into by the department and necessary directions passed on to the concerned to implement the Scheme fully in consonance with its provisions", reports said. Medical Superintendent of the hospital Younis Khan said they face shortage of the kits. He said that the matter would be looked into. |
