Jammu, Mar 4: Despite funds provided by union government to up-grade veterinary labs for recently created districts in state, Ramban and Kishtwar districts san these labs despite huge head count of animal stock.
In 2009-10 Rs 1.41 cr were provided by the then union government for up gradation of veterinary labs in districts created in the state in 2008.
"The funds were utilized by 2013, but both the mountainous districts where people are earning their livelihood through cattle were ignored and they still san district level lab facilities" said a local.
In District Ramban there are 41 veterinary institutions including Veterinary hospital, five dispensaries, seven mobile veterinary centres, eight livestock Development Centers, ten First Aid Centers and three poultry centres but it is astoundingly that district has a single room on the name of lab. Sources further said that 3 Veterinary Surgeon against 11 recommended posts are catering the Animal Husbandry department in Ramban. Due to lack of manpower the livestock population of these districts has decreased.
The condition of Animal Husbandry department in district Kishtwar is also not good, where several posts of doctors are lying vacant besides technical posts for laboratories yet not sanctioned by government. Chief Animal Husbandry Officer (CAHO), Kishtwar, Dr. Sanjay Kumar Sen accepted and said that district have a lab but it is not functioning due to lack of equipment, infrastructure, besides Diseases Investigation Officer post is yet not sanctioned, for this district. CAHO Ramban, Dr. Romesh Razdan said that he had inadequate manpower due to which the laboratory is not functioning properly. "We have a laboratory room but lack of essential equipments. It needed up gradation," he said adding that he had already taken the matter with higher authority regarding up gradation of Lab and filling the sanction posts.
