In entire JK, highest number of graft cases registered against SMC | Corporation shelves vigilance probes, repeated assistance pleas | | Peerzada Ummer

Srinagar, Mar 4: Srinagar Municipal Corporation in the entire State is among the departments against which the highest number of corruption cases are registered in the State Vigilance Department. Sources divulged that the cases pertaining to master plan violations, questionable building permissions and undermining of the Standard Operation Procedure (SOP) are piling up in the Vigilance Department here but the action against most of the tainted is yet to be initiated by the anti-graft body. "Once the case is registered, you need the assistance from the parent department so that action could be taken if rules are violated. So far we haven't received much support from the SMC due to which the cases only gather dust and the Vigilance cannot dispose of the complaints," said an official. It was informed that among plethora of the departments functioning in the Jammu and Kashmir State, it is SMC after the Revenue Department against which the highest number of cases related to corruption is registered in the Vigilance. There are also voices of concern being heard from all sides that the master plan violations go unabated under the SMC's noose and its inability to put the lid over the growing crises is taking toll at large. Due to the constant violations of the master plan, there has been delay thrice in its implementation by the State authorities, hence putting a question mark over the overall functioning of the Government. The meeting convened earlier by the Government too expressed concern over the master plan violations and SMC's non- serious approach. As per the insiders, there is also an established nexus between some SMC officials and the polythene dealers due to which the violations continuously were being witnessed against the already established anti-polythene law. Furthermore, the corruption cases that only swell every day after against the SMC officials too are getting unheard and no attention is being paid by the authorities to put a lid over the graft cases. Sources said that the previous regime of NC and Congress too treated SMC as its private enterprise and allowed the large scale corruption cases to touch new heights. Reports informed that illegal structures in hundreds were raised in Srinagar which become one of the major reasons of devastating floods in September 2014. "Most of the structures are raised along the flood channels. These were raised in open with Government turning blind eye towards such a drastic violation. Records are spilling beans," said an official. As per the reports most of the illegal structures have been raised during the tenure of G.N Qasba as SMC Commissioner. The State Accountability Commission (SAC) earlier had recommended sacking of Qasba in a fraud committed in the organization. "He should be dismissed," recommended SAC, however, Qasba went to court and stayed the dismissal order. Interestingly, following the stay, he was appointed as Director SKICC and then appointed as Commissioner SMC. |
