ULB department adopts 'Forget and Forgive' policy, reprieve for 'tainted' officers

srinagar, Mar 4: Directorate of Urban Local Bodies, Kashmir is pursuing the policy of 'Forget and Forgive' since the inquiries carried out against the officials are kept in backburner and are giving plum postings in the Municipal Committees as well as councils across Kashmir.
Sources told Early Times that some of the officers against whom allegations have been leveled or whose 'guilt' has been established are given the charge of sensitive municipal committees or councils. As such there seems to be no end to mess in the department with the 'corrupt' ruling the roost.
On 10-02-2015, Deputy Director Urban Local Bodies Kashmir wrote a letter to Executive Officer Municipal Committee, Yaripora asking him to refrain in making payments without counter signatures of the Accounts Officer.
"In reference to above captioned subject, I am directed to convey not to make any payment from the accounts of the committee without counter signatures of the Accounts Officer of the Directorate till further instructions," wrote Deputy Director, Urban Local Bodies, Kashmir under correspondence number DULB/A/MA-14/13731-33.
The subject referred to in the correspondence was drawal of money out of accounts of Municipal Committee, Yaripora. Tariq Ahmad Itoo was the Executive Officer, Municipal Committee, Yaripora at that time.
The step was taken following complaints against Itoo of financial embezzlement at Municipal Committee, Yaripora. Itoo was later on attached with the office of Deputy Commissioner, Anantnag.
Although, allegations were very serious in nature, Itoo got a reprieve after he was transferred to a sensitive committee in the South Kashmir. From the office of Deputy Commissioner, Anantnag he was transferred and given the charge of the highly sensitive municipal committee of Pahalgam. The transfer was effected through order number DULB/Estt/1969/PS 129 of 2016 dated 16-01-2016.
As if this was not enough, the Directorate of Urban Local Bodies, Kashmir issued yet another order with regard to yet another official against whom serious allegations of embezzlement came to the fore while he was posted in a municipal committee in North Kashmir.
"Bashir Ahmad Dar, In-charge Secretary and In-charge Executive Officer, presently attached with the office of Deputy Commissioner, Baramulla is hereby detached and posted to Municipal Committee, Khansahab with immediate effect," reads the order Estt/712 1PS/54 of 2016 dated 23-01-2016.
Dar was attached with the Deputy Commissioner, Baramulla's office in 2015 after it came to the fore that he is involved in embezzlement of funds at Municipal Committee, Pattan in North Kashmir. Commissioner Secretary, Housing and Urban Development Department, Bipul Pathak who was also holding the charge of Director Urban Local Bodies, Kashmir had ordered for an inquiry against Dar.
