PHE fails to formulate 5 yr plan under WSP | | | Arun Singh

Jammu, Mar 21: Notwithstanding the fact that proper planning plays vital role in success of execution of any project but on its contrary the Public Health Engineering (PHE) Department neither prepared State Sector framework nor formulated any five year rolling plans under Water Security Plans. Sources told Early Times that in order to implement the various drinking water schemes for rural areas across the State, the State Government was required to prepare a specific framework on which, the State level planning for taking up water supply schemes was to be prepared. "But the PHE Department going against the guidelines did not prepare annual Comprehensive Water Security Action Plans (CWSAPs) for various drinking water schemes to achieve tangible target in a financial year," they added. Moreover, the shocking aspect on the part of the Department was that let alone preparing State Sector Framework for the implementation of schemes, it did not even formulate any five year rolling plans which were necessary to ensure the financial requirement for projects being carried out under number of schemes, they maintained. Meanwhile, the programme guidelines also provide for preparation of Village Water Security Plan (VWSP), including the demographic, physical features, water sources, available drinking water infrastructure and other details of the village. "PHE Department neither prepared any VWSPs nor prepared any details regarding location/ design of all water sources, existing sustainability structures, water yield and pre and post monsoon static water levels etc; essential for framing the schemes been collected," they added. Astonishingly, DWSPs had not been formulated in any of the districts in the State. The non-formulation of VWSPs and DWSPs defeated the main objective of decentralized planning of the programme. |
