| No option except dissolution of J&K Legislative Assembly | | | R.B.Suri
Taking the cognizance
of the fractured
mandate given by the people of Jammu and Kashmir in Assembly elections 2014 as a challenge and acting above the party politics Mufti Mohammed Sayeed took the reigns of the state in alliance with BJP on March 1 last year.
Highness continued to prevail upon till his death and afterwards lull prevailed and still continuing at infinity in the political field as the state is having no popular government. Respecting the fractured mandate given by the people of the state and raising above party politics Mufti Mohammed Sayeed governed the state for ten months in alliance with BJP. By hit and trial method the state of Jammu and Kashmir was governed by the strange friends as partners with totally different ideologies. Political situation prevailing in the state at the moment is meaning less and bad for the health of the state. Former Chief Minister and Patron of National Conference Dr. Farooq Abdullah is vehemently pleading for the dissolution of the present Assembly followed by the immediate elections in the state of Jammu and Kashmir afresh. After the death of Mufti Sahib , the state is under Governor's Rule from 8th January. Political stalemate is prevailing in the state since 8th January when the Governor's Rule was clamped in the state. Political experts are of the opinion that Governor should not give so much latitude to PDP as it does not deserve the same. From the ongoing political uncertainty in the state, one thing is clear that political uncertainty will go on like this as none of the party in Legislative Assembly enjoys the numbers of legislators equal to the one third strength of the house. People's Democratic Party 's President Mehbooba Mufti after taking her legislators into confidence has thrown the ball into the court of Prime Minister Narender Modi thereby pleading for consideration of various Confidence Building Measures (CBMs) at the first instance that too in writing enabling her to take over as the Chief Minister of this sensitive state. This is sort of a precondition to the PM in the way of forming the next government in the state in alliance with BJP.
Position is very clear that after the death of Mufti Sahib, PDP and BJP are not on the same page as it appears that some sort of mistrust emerged between them which is going detrimental to the interests of government formation in the state.
Central Government should enjoy the supremacy always as the giving of so much latitude to PDP always will not solve the purpose but instead go bad for the country. Mehbooba Mufti has outrightly spelt about the Agenda of Alliance (AOA) as unpopular one based upon which the coalition partners BJP and PDP ruled the state of Jammu and Kashmir for nine months and a few days effective from March first last year. She was of the view that the people of Kashmir were not in favour of the same and even her party was indifferent to it but rising above politics , her father Mufti Mohammed Sayeed took the bold decision and sought the support of the saffron party BJP in forming the coalition government in the state of Jammu and Kashmir. Despite of the hectic efforts, Mehbooba Mufti could not succeed in getting the time from the Prime Minister Narender Modi up to this date and instead she could be able to meet the National President of BJP Amit Shah in New Delhi that too just for half an hour .After meeting Amit Shah, Mehbooba returned to Srinagar and did not meet the media on this score.
Ram Madhav the architect of the AOA and the national General Secretary of BJP categorically stated that the Union Government will not accede to the request of Mehbooba Mufti for the consideration of CBMs put forth by her before PM Modi. At the same time while briefing the media Union Finance Minister Arun Jaitely on Sunday stated that BJP stands for AOA even today. Pertinent to mention here that Union of India ( a federal structure of states) is to give the dictation , command and guidance to the states to govern and deliver the goods to the people as per the provisions of the constitution as also for the strengthening and for the furtherance of the parliamentary democracy in India. But not in any case Union of India is for taking the dictation from the states and their leaders whosoever. If they (leaders) take the liberty in giving the dictation to the country, they are at mistake. Enough is enough , now it seems that that there is no other alternative except to go for the dissolution of the Legislative Assembly in the larger interests of the state and to have stable and strong government in the state of Jammu and Kashmir . If assembly elections are held at this juncture, things would certainly become more clear from the outcome enabling the Central Government to make a strong strategy to deal with the present polity in the state as also to curb the antinational elements in the valley with more firm hands. Seeing the deteorating political scenario of the state National Panthers Party and Indian National Congress (INC) are also very much in the political field and are gearing up for the dissolution of the state assembly as no political party on its own in a position to form the stable government in the state . Enough is enough , now it seems that that there is no other alternative except to go for the dissolution of the Legislative Assembly in the larger interests of the state and to have stable and strong government in the state of Jammu and Kashmir .Liberal latitude given by the Governor and the Government of India would be dangerous for the country as such an approach would certainly weaken the roots of the democracy . In the fitness of things ordering of dissolution of the Legislative Assembly followed by the holding of the elections afresh in the state is must so as to keep the things under control . There is no fun in living in the era of political uncertainty in infinity unnecessarily. Better be precise and take the decisions in the right earnest for the dissolution of the J&K Legislative Assembly. Time and tide wait for none. Since time is a great healer , timely action on this score would go a long way for the welfare of the state and its subjects as well . Since the political stalemate continued to remain in existence as on date , there is no other option except to go for the ultimate dissolution of the Legislative Assembly. With the passage of each day , things would go adverse in the state as there is apprehension that anti national elements in the valley would consolidate their positions detrimental to the very interests of the state . Unnecessarily precious time is being consumed for leaving the political field open for the stake holders in the formation of the next government in the state . The political parties as stake holders are just tossing the issue involved and wasting the time. Things should not be allowed to go at infinity but instead the Governor should fix the dead line date for the formation of the next government in the state otherwise the Legislative Assembly would be disolved without advancing any other reason on this score . Under the prevailing circumstances , there is no other option left except to go for the dissolution of the Legislative Assembly .
