| SVC seeks action on graft cases on fast track basis | | | Muhammad Mukaram

Srinagar, Mar 28 : Taking note of hundreds of enquiries related to corruption that were referred by it to government departments and are pending for months, the the State Vigilance Commission has directed departmental heads to act on outcome of complaints on fast track basis.
According to the official figures, the SVC has received 3353 complaints for the last three years of which 985 were received in 2013, 1168 in 2014 and 1200 in 2015.
Of the 3353 cases, 2928 have been disposed-off for further course of action. However, there has been poor response from departments to take action on the SVC enquiries.
The SVC has sent queries related to corruption in departments but there has been poor response from the Government to act on these enquiry reports resulting there hardly seems any perceptible change on the ground to combat with corruption cases in the State.
The officers of departments have been directed to take departmental action on the enquiry reports, wherever necessary, and not to wait for the outcome of enquiry/investigation being conducted on the same charges by Vigilance Organization or SVC. The SVC has directed departments to act on the outcome of its enquiry reports and same should not remain pending and wait for the further course of action.
"The chief vigilance officers and departmental vigilance officers of the all departments have been directed to ensure completion of the enquiries pending with them expeditiously and to develop strong internal vigilance mechanism in their respective departments, as also to work in tandem with State Vigilance Commission to eradicate the menace of corruption at all levels," a government circular to departments said. Further the SVC has advised the Government that only such officers should be appointed as CVOs, DVOs, additional vigilance officers who have appropriate seniority and integrity and should be given such extra work which they can handle without diluting their responsibility as such Vigilance Officers.
A senior official of SVC said the Commission has issued these directions in view of poor response from governments over the outcome of complaints. "There are hundreds of cases related to corruption pending with various departments. The SVC has directed departments to act on enquiry reports on the fast track basis without remaining pending for months," the official said.
The government enacted the Jammu Kashmir State Vigilance Commission 2011 and its mandate was to enquire or cause inquiries to be conducted into offences alleged to have been committed under the prevention of corruption act by public servants, corporations established in the State. |
