'Kichloo promoted tainted officials in SICOP' | Employees write to Guv | | Early Times Report srinagar, Mar 28: Despite facing serious charges of corruption and indicted by anti-graft bodies, the NC-Congress Government had promoted 10 tainted officials in Small Scale Industries Development Corporation (SICOP) in violation of the rules. Official sources said during NC-Congress rule, one of the primer public sector undertakings SICOP elevated 10 blue eyed and tainted officers to the rank of general managers without approval of Board of Directors. Sources said the proposal of the elevation of 10 tainted officers was forwarded directly to the then chairman SICOP and Minister of State Industries and Commerce Sajad Ahmad Kichloo who approved the cases thus violating all administrative norms. The promotion of tainted officers has led to decline in SICOP's revenue turn over. Sources said all these officers have vigilance and crime cases against them despite that they were given plum postings in violation of the rules. "No vigilance clearance was sought for these officials," sources said. The said Minister who happens to be the chairman of SICOP approved the case on a wrong proposal by incumbent Managing Director SICOP as no vacancies of general managers were available at that point of time on false information mooted in the proposal. The organization setup suggests only availability of four positions of general manager which were then duly filed. However, Kichloo approved promotion of Waseem Dev as General Manager Kashmir, DP Singh GM RMD Gangyal, Rajesh Pando, GM IID Udhampur, Sushial Malhotra GM RMD Digyana, Parshotam Kumar, GM head office Jammu, Jamwal, GM RMD Gangyal, Mir GM Administration, and three others. "These tainted officials have been indicted in various cases but most of these cases have been concluded by the investigating agencies with the registration of FIR's," a senior official said. One of the divisional managers, who wished not to be named, informed that Waseem Dev who was promoted as General Manager Kashmir was involved in a case of supply of poor quality of trunks worth crores. Similarly, D P Singh was involved in a supply of earth quake material to various destinations in Srinagar Kashmir resulting shortage of 49 metric tons of CGA sheet. The another deputy general manager from Jammu who wished anonymity said Rajesh Pando was promoted as General Manager despite facing charges for construction of poor quality Government building. An FIR has also been registered against him. Similarly there are other promoted general managers who are facing one or the other investigations in the alleged frauds committed by them. "Despite these officials have either been indicted or the investigations is going on, but Kitchloo promoted them to general managers," a senior official said. The sources further said that the incumbent Managing Director sensing "wrong done by him" moved a proposal to the Board of Directors for ratification of the action of the approval sought from the chairman but the then Commissioner Secretary Industries and Commerce Khursheed Ahmad Gania turned down the agenda with the specific instructions to the SICOP management to promote only those general managers who have the genuine credentials against the positions if available. Now the employees of the other PSUs aspiring to become general managers and MD have moved a representation to Governor and to the Industries and Commerce department with the request to examine the whole matter as to how these tainted officials have been elevated that too without proper availabilities of vacancies. "These promotions despite board instructions are still continuing which are putting financial burden on the corporation," an official said. |
