Edu deptt's unwarranted formalities victimizing home for special children | | | Early Times Report
Jammu, Mar 28: An initiative for the differently abled children has been hit by the apathetic attitude of Education department which has scratched its recognition. The sources informed Early Times that the school was inaugurated by late Prime Minister of India, Indra Gandhi in the year 28 March 1976 and since then the school is running by its management comprising of differently abled senior citizens who are facing the ruthlessness of the Education Department handling the recognition/permission extension case of the school despite request made in Jan 2015 and submission of inspection report by the inspecting officer on 24-11-2015. A document dated 19-3-2012 in the possession of Early Times revealed that Chief Education Officer granted permission to the school upto primary level taking a lenient view for the handicapped students and for their better academic future as the school is run by NGO from its own sources. While talking to Early Times, J.Chatrapal, Secretary of Home for Handicapped informed that the school is run be registered NGO and is self-financed seeking no financial aid from government and lamented that whenever the NGO approaches for help in the best interest of totally ignored children of the society, the government agencies like Education or Social Welfare Department create plenty of hurdles. Another document dated 30-11-2015 divulged that the inspection report of the school was submitted by the inspecting officer vide No: GHS/S//269 Dated 24-11-2015 after conducting detailed inspection to Chief Education Officer,Jammu who in turn shot a letter dated 30-11-2015 calling for formalities like NOCs from Municipal Corporation/Committee/Council.JDA. Panchayt, Traffic Police, Fire and Emergency Department, Acid/Laboratory certificate from SDM, Certificate with regard to deduction of CP Fund of the staff. The school is housed in a well furnished building with all the facilities having spacious accommodation and instead of halting the recognition/permission of the school for over one year by calling unwarranted NOCs, the Education Department should take humanitarian and sympathetic consideration to expedite permission in favour of ignored section of the society for which the government has no policy to provide education to handicapped, lamented the management of School, adding that authorities at the helms of affairs should accord equal treatment at least for handicapped children when such volume of NOCs are never called from the govt schools and colleges. |
