Early Times Report

Srinagar, Mar 30: Ahead of the oath taking ceremony, massive fine-tuning of portfolios is going on at fair-view residence of PDP's Chief Ministerial Candidate, Mehbooba Mufti.
The finance Ministry as on date has two contenders in Karra and Drabu.
Three senior leaders while three former Ministers have been asked to rest.
Noted legislator ranked among founders of PDP who wished not to be named told Early Times that fine-tuning of portfolios as per the guidelines of PDP Chief, Mehbooba Mufti is in full swing and as on date at least three former Ministers have been asked to rest in new government while leadership is yet to choose a face for finance Ministry portfolio.
Legislator said that former Minister of state (MoS) for irrigation and flood control Abdul Majeed Padroo will be replaced either by Zahoor Mir or Mufti Sajad in new government.
He said that in this case bright chances for enjoying portfolio of MoS for irrigation and Flood control are for Zahoor Mir as he is already a member of state Legislative Assembly.
Former Revenue Minister, Javaid Mir will be dropped in new government and most probably Javaid Hassan Beigh will be inducted this time, while former Minister of state for ULB and Power Development department Ashraf Mir will either be replaced by Yawar Dilawar Mir or by one independent legislator from Ladakh.
Due to indecisiveness, all important finance Ministry Portfolio according to well placed sources is still floating between three senior leaders, Muzaffar Hussain Beigh,Tariq Hameed Kara and Former finance Minister, Dr Haseeb Drabu.
Former Minister for Agriculture, Ghulam Nabi Lone according to sources will be given charge of any other portfolio in new government and leadership is contemplating to give fair treatment to this portfolio either by merging it with the portfolio of Horticulture or give it to any other legislator who was rested in previous government.
Sources said that few leaders had earlier suggested to drop former MoS for Health and Social welfare,Asiya Naqash this time, however Mehbooba's personal intervention saved it for Asiya.
There will be no changes in Education, R&B and Rural development portfolios enjoyed by Nayeem Akhter,Muhammad Altaf Bukhari and Abdul Haq Khan in previous PDP-BJP government.
There is unwavering consensus among leaders to keep portfolio of Home Ministry with Mehbooba Mufti while few among leadership wants separate Minister for Tourism in new government.
Sources said that Mehbooba is keen to go with these changes in portfolios as of now and may reshuffle portfolios after some time only once government starts functioning.
In total of 87 Legislative Assembly strength, PDP had 11 Cabinet Ministers and three Ministers of state (MoS) in total of 25 Ministers and this time PDP has 27 MLAs (it had 28 before Mufti Muhammad Sayeed's death) and the party has support of one independent MLA from the Ladakh division while BJP has 25 MLAs and support of three others, two from the Peoples Conference and one independent.
